Call meeting to order -Chairman <br />Chairman Turk called the meeting to order at 4:02 <br />2. Citizen's forum <br />No one spoke at citizens forum. <br />3. Review and approve February 1 1, 2026 <br />A motion was made by Commissioner Hale, seconded by Commissioner Kee, motion <br />carried 5 ayes, 0 nays <br />4. Discussion and possible action on the following Minor Certificate of Appropriateness (26000005) <br />27 Clarksville, Canopy improvements, Michelle Scribner. <br />Ms. Scribner was present to address the concerns ofthe commission at the previous meeting. <br />She clarified the existing canopy is 6 inches tall, and she is proposing adding a facia to make <br />it look 18 inches tall. She provided additional photos and identified the drainage of the <br />Chairman Turk reviewed design standards on canopies. Canopies should be appropriate scale <br />and location on the building, and the most canopies scale is determined by the space that <br />exists. The commission expressed concern with the requested height of the proposed addition <br />to the face ofthe canopy, expressing that at 18 inches it would appear dipropionate in size <br />compared to the area between the transom windows and lintel portion on the storefront. They <br />also expressed concern setting Hallowed this would set a precedentfor otherproper@' owners. <br />After discussion and evaluation ofexisting conditions, Chairman Turk askedfor a decision <br />from the board. A motion was made by Commissioner Kee to approve the addition ofa <br />fauxfacia to change the existing canopy height to a maximum of 16 inches. The motion was <br />seconded by Chairman Turk, Motion carried 5 ayes, 0 nays. <br />5. Discussion and possible action on the following Certificate of Appropriateness COA (26000006) <br />for property located in the HD -I Downtown Historic District- 443 1 "ST SW, David Logan <br />David Logan returned to the commission for a minor change to his Certificate of <br />Appropriateness issued and was approved at the February 11, 2026, meeting. The COA <br />issued was to approve the bollards being powder coated black or dark green. After doing <br />research, Mr. Logan found the powder coating cost prohibitive and came back to the <br />commission to request permission to paint the bollards and chains with industrial Sher -Chem <br />high -gloss enamel paint black in lieu Qfpowder coating. He has had good luck with the paint <br />in past projects andfbund it 10 stand up to the weather quite well and made it easier to touch <br />up scratches and chips. Chairman Turk reviewed the 2018fencing standard, and it was his <br />opinion the concern Q/lhe commission at this time this amendment was adopted was to have <br />afinish that would match the district and last. <br />
