TO: Mayor, Mayor Pro -Tem and City Council <br />City Manager, Rose Beverly <br />FROM: Osei Amo-Mensah, Director Planning and Community Development <br />SUBJECT: Conduct a public hearing to consider and take action regarding the petition of <br />Michael Brothers, a Texas General Partnership for a zoning change from an <br />Agricultural District (A) to a Commercial District (C) with a Specific Use Permit <br />(SUP) for Trailer Rental or Sales on LCAD 58969. Legal Description: City of Paris, <br />Block 307-B, Lot 5, 3705 N Main St. <br />MTG. DATE: March 23, 2026 <br />BACKGROUND: <br />The applicant is seeking a Zoning Change from an Agricultural District (A) to a Commercial <br />District (C). A quarter of the lot to the northwest comer is an existing building occupied by Rhino's <br />Ammo, LLC, a retailer of firearms, ammo, bows, etc. The rest of the lot is vacant and proposed to <br />be used as a trailer rental or sales to the existing business. To establish a trailer rental or sales <br />business, it is only allowed in a commercial zoning district with a Specific Use permit. This <br />requirement has necessitated the need for a zoning change to allow for the proposed use for a trailer <br />rental or sales business. The lot size is 1.03 acres. Furthermore, the Future Land Use Map for this <br />lot is guided by Commercial (C) hence there is no need for a Comprehensive Plan Amendment of <br />the said property. <br />Access and connection to utilities are available at this location. Commercial development in this <br />location will provide conformity and will serve the immediate and long-term needs of the vicinity. <br />However, an appropriate measure must be provided to the south portions of adjacent residential <br />zoning districts to minimize incompatible uses between residential and retail uses, to minimize <br />noise or nuisance. <br />s 12Specific Use Permits. <br />12-100 <br />SPECIFIC USE PERMITS <br />The City Council of the City of Paris, Texas, after public hearing and proper notice to all parties <br />affected and after recommendations by the Planning and Zoning Commission may authorize the <br />issuance of specific use permits for the following types of uses in the following districts: <br />Trailer Rental or Sales in the Commercial (C) zoning district. <br />According to Section 12-101 ofthe Zoning Ordinance, "The city staff shall review and recommend <br />said Special Use Permit request and the Planning and Zoning Commission in considering and <br />determining its recommendation and the City Council on any request for a Specific Use Permit <br />shall require from the applicant Site plans and supportive plans, information, operating data and <br />expert evaluation concerning the location, function and characteristics of any building or use <br />
