Memorandum <br />TO: Mayor, Mayor Pro -Tem and City Council <br />City Manager, Rose Beverly <br />Agenda Item No. 1 6 <br />FROM: Osei Amo-Mensah, Director Planning and Community Development <br />SUBJECT: Conduct a public hearing to consider and take action regarding the petition of Paul <br />Stoll of Plan Z Developments LLC for a Comprehensive Plan Amendment from <br />Low Density Residential (LDR) to Retail (R) on part of LCAD 18277 (5.97 acres). <br />Legal Description: City of Paris, Block 259, Lot PT of 14, N Collegiate Dr & Pine <br />Mill Rd. <br />MTG. DATE: March 23, 2026 <br />BACKGROUND: <br />The City Council heard this case on August 25, 2025, where a motion to table the case was <br />approved. City Council agreed to have a workshop to gain clarity and more information on the <br />case to make a meaningful decision. Moreover, it was recommended that the applicant, Mr. Paul <br />Stoll and the concerned residents have a meeting to discuss and resolve the issues to come out <br />with an amicable understanding relating to the Comprehensive Plan Amendment of the property. <br />On Monday, August 4, 2025, the City of Paris Planning & Zoning Commission held its regular <br />meeting and there was an extensive deliberation on the Comprehensive Plan Amendment <br />petition, where the Commission voted to recommend approval of the item above. <br />City Manager Rose Beverly held a staff meeting on Thursday, August 28, 2025, that involved <br />legal, Planning & Community Development, and Engineering Departments to deliberate on the <br />cases. It was concluded that a City Council workshop will be scheduled and that staff will have <br />to prepare a much more detailed presentation with visual maps of the vicinity in question for <br />council members to have a better understanding of the issue in question. <br />The concerned residents and Mr. Paul Stoll arranged for a meeting and met on September 4, 2025. <br />During the deliberations, it was discovered that one of the notices with the map of the proposed <br />zoning request was inaccurate and included a portion that was not supposed to be added. This <br />omission created confusion among some residents whose properties were adjoining the area in <br />question. Since then, staff corrected the error and updated the City Council during a workshop <br />session held on September 9, 2025. <br />The applicant and owner Paul Stoll of Plan Z development is seeking an amendment to the <br />Comprehensive Plan being Low Density Residential (LDR) to Retail (R) for Future Land Use Map <br />of the property. The lot is currently zoned a One -Family Dwelling District No. 2 (SF -2), in the City <br />
