of Paris, Block 259, Lot PT of 14, being a portion of LCAD 18277, (5.97 acres) located at N. <br />Collegiate Drive and Pine Mill Road. The property is currently a vacant lot. Furthermore, on this <br />Agenda, are zoning change requests that apply to the same and adjoining properties by Paul Stoll <br />of Plan Z development. <br />Access and connection to utilities are available at this location. Commercial development in this <br />location will provide conformity and will serve the immediate and long-term needs of the vicinity. <br />However, an appropriate buffer must be provided to the southern portion of adjacent residential <br />zoning district to minimize incompatible uses between Residential and commercial use noise or <br />nuisance. <br />STATUS OF ISSUE: <br />There is an application for a zoning change at this site location from a One -Family Dwelling <br />District No. 2 (SF -2) to Commercial (C), hence the reason for the request of an amendment to the <br />Comprehensive Plan from Low Density Residential (LDR) to Retail (R) for the Future Land Use <br />Map. Whereas the Future Land Use Map for the area and property is guided by retail, the zoning <br />application request will result in a Commercial Zoning District (C) aligning and compatible with <br />the current zoning in surrounding areas as commercial. Nevertheless, it is hopeful that more of the <br />future land uses in this area will follow the Retail District (R). Invariably, an application for a <br />Comprehensive Plan amendment for future land use from Low Density Residential (LDR) to Retail <br />(R) is appropriate. <br />ANALYSIS <br />• The land to the North is currently zoned Planned Development (PD) with a request for a zoning <br />change to Commercial (C) (and is guided by Retail -(R) District). <br />• The land to the South is zoned Single Family Dwelling District (SF -2), which is guided by Low <br />Density Residential (LDR) and developed as Single -Family Residential Subdivision. <br />• The land to the East is vacant and zoned Commercial District (C) which is guided by Retail <br />District-, _-, r. <br />• The land to the West is zoned Single Family Dwelling District (SF -2) which is guided by Low <br />Density Residential (LDR) and is currently developed as single-family dwellings. <br />BUDGET: <br />There are no significant budgetary implications due to this proposal. <br />The Planning Department received thirty-one (3 1) input forms that are opposed to the application <br />from the surrounding property owners. <br />
