Memorandum Agenda Item No. 1 8 <br />TO: Mayor, Mayor Pro -Tem and City Council <br />City Manager, Rose Beverly <br />FROM: Osei Amo-Mensah, Director Planning and Community Development <br />SUBJECT: Conduct a public hearing to consider and take action regarding the petition of Paul <br />Stoll of Plan Z Developments LLC for a Zoning Change from Planned <br />Development (PD) to Commercial (C) on LCAD 121806 (8.12 acres). Legal <br />Description: Paris Towne Crossing Addition, Block 1, Lot 613, N Collegiate Dr & <br />Pine Mill Rd. <br />MTG. DATE: March 23, 2026 <br />BACKGROUND <br />After an extensive public hearing on an earlier related Comprehensive Plan Amendment case <br />(Agenda Item No. 16) on Monday, August 25, 2025, the City Council decided to table the above <br />application for further review and consideration. This zoning request has no omission to it and <br />the application remains valid. It was, however, agreed that concerned residents and applicant Mr. <br />Paul Stoll should meet with the possibility of resolving their difference and agree on the <br />proposed Comprehensive Plan Amendment and Zoning Change applications. That meeting <br />happened on Thursday September 4, 2025. <br />On Monday, August 4, 2025, the City of Paris Planning & Zoning Commission held its regular <br />meeting and there was an extensive deliberation on the zoning change petition, where the <br />Commission voted to recommend approval of the item above. <br />The applicant and owner Paul Stoll of Plan Z Development is requesting a Zoning Change from <br />Planned Development (PD) to Commercial (C). The lot is currently vacant and zoned Planned <br />Development (PD), in the City of Paris, on LCAD 121806 (8.12 acres). Legal Description: Paris <br />Towne Crossing Addition, Block 1, Lot 613, N Collegiate Dr & Pine Mill Rd. Furthermore, on <br />this Agenda is a zoning change request that applies to the same and adjoining property to the <br />south by Paul Stoll of Plan Z development. <br />Access and connection to utilities are available at this location. Commercial development in this <br />location will provide conformity and will serve the immediate and long-term needs of the vicinity. <br />However, an appropriate buffer must be provided to the southern portion of adjacent residential <br />zoning district to minimize incompatible uses between Residential and commercial use noise or <br />nuisance. <br />The current future land use map is guided by Retail (R); therefore, this rezoning action will be in <br />accordance with the city's comprehensive plan. <br />STATUS OF ISSUE: <br />
