Restricted Assets <br />Prior to the issuance of General Obligation Refunding Bonds, Series 2010, the City's Water and Sewer <br />Revenue Bonds and Certificates of Obligation covenants required certain restrictions of net assets. After the <br />refunding occurred, these legal restrictions no longer existed. In order to safeguard the financial integrity of <br />the water and sewer system, the City Council approved a resolution establishing and maintaining funds <br />comparable to those required by the refunded bonds. <br />Other restricted assets include funds restricted from revenue bond proceeds, contractual obligation debt <br />service funds, unspent grant proceeds, and customer deposits. Assets restricted for a specific purpose are <br />utilized before the use of unrestricted assets to pay related obligations when authorized to do so. <br />6. Capital Assets <br />Capital assets, which include property, plant, equipment, and infrastructure assets (e.g., roads, bridges, <br />sidewalks, and similar items) are reported in the applicable governmental or business -type activities columns <br />in the government -wide financial statements. Capital assets are defined by the government as assets with an <br />initial, individual cost of more than $10,000 and an estimated useful life in excess of two years. Such assets <br />are recorded at historical cost or estimated historical cost if purchased or constructed. <br />Donated capital assets, donated works of art and similar items, and capital assets received in a service <br />concession arrangement are reported at acquisition value at the date of donation. Infrastructure acquired <br />prior to the implementation of GASB 34 are included in the financial statements. Information on leased <br />assets is presented in Note I.G.7. and subscription -based information technology arrangements (SBITA) is <br />presented in Note I.G.8. <br />The cost of normal maintenance and repairs that do not add to the value of the asset or materially extend <br />assets' lives are not capitalized. <br />Major outlays for capital assets and improvements are capitalized as projects are constructed. Interest <br />incurred during the construction phase of capital assets of business -type activities is included as an expense <br />during the period incurred. <br />Property, plant, and equipment of the primary government, as well as the component unit, is depreciated <br />using the straight-line method over the following estimated useful lives: <br />Buildings and Improvements 20-40 years <br />Furniture, Fixtures, and Equipment 5-10 years <br />Vehicles 5 years <br />Works of Art 50 years <br />Public Domain Infrastructure 25-45 years <br />System Infrastructure 25-30 years <br />35 <br />
