MINUTES OF THE REGULAR CITY COUNCIL MEETING <br />OF THE CITY OF PARIS, TEXAS <br />March 23, 2026 <br />The City Council of the City of Paris met for a regular session at 5:30 p.m. on Monday, <br />March 23, 2026, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. <br />Present: Mayor: Mihir Pankaj <br />Mayor Pro -Tem: Gary Savage <br />Council Members: Rebecca Nonnent and Tracy Attebury <br />City Staff: Rose Beverly, City Manager; Stephanie Harris, <br />City Attorney; Skylar Unger, Deputy City Clerk; <br />Steve Marriott, Finance Director; Rich Salter, <br />Police Chief; M.A. Smith, Chief Operating <br />Officer; Danny Rowell, Director of Utilities, Celso <br />Arietta, IT Manager; and Steve Hodges, <br />Engineering Department Manager <br />Absent: Council Member: Shatara Moore, Mickey Ellis & Alix Putnam <br />Ocnin A ►coda <br />1. Call meeting to order. <br />Mayor Pankaj called the meeting to order at 5:30 p.m. <br />2. Invocation. <br />Mayor Pro -Tem Savage gave the invocation. <br />3. United States Pledge of Allegiance & Texas Pledge of Allegiance. <br />City Council led the United States Pledge of Allegiance and the Texas Pledge of <br />Allegiance. <br />4. Citizens' forum. <br />Carolyn Williams — she said there use to be auction of lots but now there were private <br />sales going on before or after auctions, and she wanted to get a lot. <br />Nathan Spaulding, Lone Star Development/Forestbrook — he expressed his appreciation <br />to Council for consideration of item 20. He explained they were not late on the fees and had <br />started a new way to deposit the fees so this should never happen again. Mr. Spaulding said they <br />really wanted to keep the project going. <br />
