effective methods for identifying and addressing unsafe or unfit structures within the City of <br />Paris; and <br />WHEREAS, City staff have reviewed the 2024 ICC Codes, the North Central Texas <br />Council of Governments (NCTCOG) Recommended Amendments, and locally appropriate <br />amendments; have consulted with contractors, developers, industry professionals, and <br />community stakeholders; and have prepared a comprehensive revision of Chapter 4, Article <br />4.02 of the Code of Ordinances of the City of Paris, Texas, including amendments to the <br />adopted model codes and the addition of local contractor registration, contractor <br />classifications, and contractor responsibilities; and <br />WHEREAS, the City Building Official recommends adoption of the 2024 ICC Codes, <br />the 2023 National Electrical Code, the 2024 International Property Maintenance Code, and <br />the 2024 International Code Council Performance Code, together with all associated local <br />amendments and regulatory provisions; and <br />WHEREAS, the City Council, after conducting duly noticed public hearings and <br />receiving testimony from residents, contractors, design professionals, and other <br />stakeholders, finds it in the best interest of the City to repeal the previously adopted codes <br />and adopt the updated 2024 Codes and the revised Article 4.02 as set forth in Exhibit A; and <br />WHEREAS, the amendments to the International Codes prepared and attached as <br />Exhibit A—including revisions shown in underline and strikethrough, and any explanatory <br />text provided for informational purposes—are incorporated into this ordinance as if fully set <br />forth herein and shall constitute official City amendments to the adopted codes; and <br />WHEREAS, the full amended text of Chapter 4, Article 4.02, including adopted model <br />codes, local amendments, contractor registration requirements, contractor classifications, <br />contractor responsibilities, and the revised division structure, has been prepared and is <br />attached as Exhibit A and is incorporated herein for all purposes. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY .OF PARIS, <br />TEXAS: <br />Section 1. Findings. The City Council hereby finds and determines that the <br />statements set forth in the preamble of this ordinance are true and correct and adopts them <br />as legislative findings and determinations of the City Council, and same are incorporated <br />herein for all purposes. <br />Section 2. Repeal of Prior Code Adoptions. The adoption of the following codes is <br />hereby repealed: <br />1. 2021 International Building Code <br />2. 2021 International Residential Code <br />3. 2021 International Existing Building Code <br />4. 2021 International Plumbing Code <br />5. 2021 International Fuel Gas Code <br />
