Memorandum <br />TO: Mayor and City Council <br />Rose Beverly, City Manager <br />FROM: Osei Amo-Mensah, AICP, Director Planning & Community Development <br />SUBJECT: Conduct a public hearing to consider and take action regarding the petition of <br />James O'Bryan, DVM for a zoning change from a Single -Family Dwelling (SF - <br />2) District to a General Retail (GR) District with a Specific Use Permit (SUP) for <br />Veterinary Clinic -Large Animals on LCAD 13152. Legal Description: Mayer <br />Addition, Block 8, Lot 1 & 2, 3147 Bonham St. <br />DATE: May 04, 2026 <br />BACKGROUND <br />On Monday, May 4, 2026, the City of Paris Planning & Zoning Commission held its regular <br />meeting and deliberated on the Zoning Change with Special use Permit (SUP) application, where <br />the Commission voted to recommend approval of the item above. <br />The applicant James O'Bryan, DVM is requesting a zoning change from Single -Family Dwelling <br />(SF -2) District to a General Retail (GR) District with a Specific Use Permit (SUP) for Veterinary <br />Clinic -Large Animals. The lot is approximately 79,200sgft. (1.82 acres) and currently vacant. The <br />applicant is proposing to construct a new Veterinary Clinic with a concentration on large animals. <br />To establish a Veterinary Clinic business, it is only allowed in a General Retail (GR) zoning <br />district with a Specific Use permit. This requirement has necessitated the need for a zoning change <br />to allow for the proposed use for a Veterinary Clinic. Furthermore, the Future Land Use Map for <br />this lot is guided by Retail (R) and one-third portion to the back being Low Density Residential <br />(LDR) hence there is no need for a Comprehensive Plan Amendment of the said property. <br />Access and connection to utilities are available at this location. Commercial development in this <br />location will provide conformity and will serve the immediate and long-term needs of the vicinity. <br />However, an appropriate measure must be provided to the south portions of adjacent residential <br />zoning districts to minimize incompatible uses between residential and retail or commercial uses, <br />probably due to odor pollution or noise nuisance. <br />i 'Specific Use Permits. <br />1.2-100 <br />SPECIFIC USE PERMITS <br />The City Council of the City of Paris, Texas, after public hearing and proper notice to all parties <br />affected and after recommendations by the Planning and Zoning Commission may authorize the <br />issuance of specific use permits for the fol.1owin.g types of uses i.n the following districts: <br />Page 1 of 4 <br />
