(51) <br />Veterinary Clinic—Large Animals in the GR and C zoning districts. <br />According to Section 12-101 of the Zoning Ordinance, "The city staff shall review and <br />recommend said Special Use Permit request and the Planning and Zoning Commission in <br />considering and determining its recommendation and the City Council on any request for a <br />Specific Use Permit shall require from the applicant Site plans and supportive plans, information, <br />operating data and expert evaluation concerning the location, function and characteristics of any <br />building or use proposed. The City Council may, in the interest of the public welfare and to assure <br />compliance with this ordinance, establish conditions of operation, location, arrangement and <br />construction of any use for which a permit is authorized." <br />ISSUE: <br />Land use for a Veterinary Clinic- (Large Animals) is not permitted use as of right under the <br />current zoning listed as Single -Family Dwelling (SF -2) District. Therefore, the applicant's <br />interest is to rezone the property from a Single -Family Dwelling (SF -2) District to a General <br />Retail (GR) District to comply with the Zoning Code Use of Land and Building sec 8-107 and <br />sec 8-1.06 Retail & Service Type Uses. The Special Use Permit requires Planning Commission <br />and City Council approval. <br />}Zl�TA1L & SERVICE S <br />'E TYPE US1 <br />General Retail uses district will allow Veterinary Clinic -Large Animals under Special Use Permit. <br />ANALYSIS <br />• The properties to the North across Bonham Street are currently zoned Two -Family Dwelling <br />(2F) District, Office (0), Neighborhood Services District (NS) District, Multi -Family Dwelling <br />(MF -1) District, and Single -Family Dwelling (SF -2) District and is guided by Retail -(R), with <br />land uses as residential and offices. <br />• The land to the South is zoned Single -Family Dwelling (SF -2) District and is guided by Retail - <br />(R) and Low Density Residential (LDR), with land uses as residential. <br />• The land to the East is zoned Single -Family Dwelling (SF -2) District and is guided by Retail - <br />(R) and Low Density Residential (LDR), with land uses as residential. <br />• The land to the West is zoned Single -Family Dwelling (SF -2) District and is guided by Retail - <br />(R) and Low Density Residential (LDR), with land uses as residential. <br />The Planning Department has received 8 inputs that are opposed and 3 inputs that are in favor of <br />the application from the surrounding property owners. <br />BUDGET: <br />There are <br />no significant budgetary implications due to this proposal. <br />
