Memorandum <br />TO: Mayor and City Council <br />Rose Beverly, City Manager <br />Agenda Item No. 16 <br />FROM: Osei Amo-Mensah, AICP, Director Planning & Community Development <br />SUBJECT: Conduct a public hearing to consider and take action regarding the petition of <br />Floyd and JoAnn Williams for a Specific Use Permit (SUP) for Single -Family <br />Residential Use in a Neighborhood Services District on LCAD 39410. Legal <br />Description: City of Paris, Block 53, Lot 1, 446 NW 7"' St. <br />DATE: May 04, 2026 <br />BACKGROUND <br />On Monday, May 4, 2026, the City of Paris Planning & Zoning Commission held its regular <br />meeting and deliberated on the Special use Permit (SUP) application, where the Commission <br />voted to recommend approval of the item above. <br />The applicants, Floyd and JoAnn Williams are seeking a Specific Use Permit in a Neighborhood <br />Services District. The lot is currently vacant. The existing building on the lot that was under <br />remodeled has collapsed recently. In the past, the building was used as residential and use was <br />changed to commercial. Under the current zoning district being Neighborhood Services district, <br />residential use is not permitted as of right. It will have to be allowed as Special Use Permit under <br />the zoning ordinance subsection 8-101 Primary Residential Uses. Furthermore, the Future Land <br />Use Map for this lot is guided by Low Density Residential (LDR) hence there is no need for a <br />Comprehensive Plan Amendment of the said property. <br />Access and connection to utilities are available at this location. Commercial development in this <br />location will provide conformity and will serve the immediate and long-term needs of the vicinity. <br />However, an appropriate measure must be provided to the south portions of adjacent residential <br />zoning districts to minimize incompatible uses between residential and retail uses, probably due <br />to noise or nuisance. <br />§ l2" Specific Use Permits. <br />12-1.00 <br />SPECIFIC USF PERMITS <br />The City Council of the City of Paris, Texas, after public hearing and proper notice to all parties <br />affected and after recommendations by the Planning and Zoning Commission may authorize the <br />issuance of specific use permits for the following types of uses in the following districts: <br />According to Section 12-101 of the Zoning Ordinance, "The city staff shall review and <br />recommend said Special Use Permit request and the Planning and Zoning Commission in <br />Page 1 of 3 <br />
