The City Council may, in the interest of the public welfare and to assure <br />compliance with this ordinance, establish conditions of operation, location, arrangement and <br />construction of any use for which a permit is authorized." <br />ISSUE: <br />Applicants' interest is to allow the property to be used as residential under Specific Use Permit. <br />Current zoning District is Neighborhood Service that allows residential use as Specific Use <br />Permit. Over the years, the property has undergone different uses from residential to commercial <br />and now back to a request for residential use under Specific Use Permit. If approved, this will <br />comply with the Zoning Code Use of Land and Building sec 8-101 Primary Residential Uses that <br />will allow residential use under Special Use Permit. <br />ANALYSIS <br />• The land to the North is currently zoned Two -Family Dwelling (2F) District and is guided by <br />Low Density residential-(LDR), with land uses as residential. <br />• The land to the South is zoned Two -Family Dwelling (2F) District and is guided by Low <br />Density residential-(LDR), with land uses as residential. <br />• The land to the East is zoned Two -Family Dwelling (2F) District and is guided by Low Density <br />residential-(LDR), with land uses as residential <br />• The land to the West across 7"' Street is zoned Multi -Family Dwelling (MF -1) District and Two - <br />Family Dwelling (2F) District guided by Low Density residential-(LDR), with land uses as <br />residential <br />The Planning Department has not received input in favor or opposed to the application from the <br />surrounding property owners. <br />BUDGET: <br />There are no significant budgetary implications due to this proposal. <br />The Planning & Zoning Commission recommended approval of the Specific Use Permit (SUP) with <br />conditions stated at its May 4, 2026, meeting. Motion carried, 6 ayes — 0 nay. <br />OPTIONS: <br />1. Approve Planning & Zoning Commission's recommendation. <br />2. Deny the application. <br />RECOMMENDATION <br />
