Memorandum <br />Agenda Item No. 17 <br />TO: Mayor and Zoning City Council <br />Rose Beverly, City Manager <br />FROM: Osei Amo-Mensah, AICP, Director of Planning & Community Development <br />SUBJECT: Conduct a public hearing to consider and take action regarding the petition of <br />Nathan Spaulding of Lone Star Planned Development, LLC for a Comprehensive <br />Plan Amendment from Medium Density Residential (MDR) to High Density <br />Residential (HDR) on LCAD portions of 18904, 109966, and all of 108321 and <br />from Low Density Residential (LDR) to Commercial (C) on Tract A of LCAD <br />102969 Legal Description: City of Paris, Block: 351, Lot: 9A and PT of 9, and <br />Block 352, Lot PT of 7, located North and East of the Forestbrook Estates <br />Subdivision. <br />DATE: May 4, 2026 <br />BACKGROUND <br />On Monday,, May 4, 2026, the City of Paris Planning & Zoning Commission held its regular <br />meeting and deliberated on the amendment to the Comprehensive Plan application, where the <br />Commission voted to recommend approval of the item above. <br />The applicant Nathan Spaulding of Lone Star Planned Development, LLC is requesting for a <br />Comprehensive Plan Amendment from Medium Density Residential (MDR) to High Density <br />Residential (HDR) and Low Density Residential (LDR) to Commercial (C) on various land <br />properties as indicated above. His purpose is to add more land areas to the created Forestbrook <br />Estate Subdivision that is currently under construction and development. The applicant has <br />applied for a zoning change to the said lot properties that has triggered for a Comprehensive <br />Plan Amendment and necessitated a for a Future Land Map change from Agriculture (A) <br />Districts to Planned Development (PD) District. These proposed lots for zoning changes are <br />vacant and adjoining to the existing Planned Development (PD) to the north and east. <br />Applicant's goal is to expand the ongoing Planned Development (PD) project. Furthermore, on <br />this Agenda (Items 6) there is an application for a zoning change from Agriculture (A) District <br />to Planned Development (PD) District for the said lot properties. <br />Access and connection to utilities are available at this location. Residential development at this <br />location will provide conformity and will serve the immediate and long-term needs of the <br />vicinity. <br />ISSUE: <br />
