The applicant Nathan Spaulding of Lone Star Planned Development, LLC wants to add more land <br />to the existing Planned Development (PD) project, However, these lands that are proposed to be <br />added are zoned Agriculture (A). Therefore, there is a need for a zoning change to Planned <br />Development (PD) before they can be added to the existing Planned Development (PD) District. <br />The proposed uses such as Single -Family, Multi -Family and Commercial will be more suitable <br />for Planned Development Project. The zoning change at this site location from Agricultural (A) <br />to Planned Development will be compatible with the current zoning in surrounding areas. <br />Invariably, the Future Land Use Map indicates that the properties in question and surrounding <br />areas are guided by Low Density Residential (LDR), Medium Density Residential (MDR) and <br />Commercial (R), making it appropriate for future uses. This condition allows for the zoning <br />change and compatible with the existing surroundings. All improvements and construction shall <br />conform to the standards required by the City of Paris. <br />Whereas this application is for an amendment to the Future Land Use Map, applicant will be <br />required to meet all City of Paris, Texas Code of Ordinances Chapter 9 (A) subdivision ordinance <br />and 9 (B) zoning ordinance that pertain to his proposed development. <br />ANALYSIS -CURRENT LAND USES <br />• The land to the North portion of LCAD 102969 is currently zoned Agriculture (A) District and <br />is guided by Low Density Residential (LDR) District. Current land use is vacant. <br />• The land to the North of portion of LCAD portions of 18904, 109966 and all of 108321 is <br />currently zoned Planned Development (PD) District and is guided by Low Density Residential <br />(LDR) District. Current land use is vacant. <br />• The land to the South portion of LCAD 102969 is currently zoned Planned Development (PD) <br />District and is guided by Low Density Residential (LDR) District. Current land use is vacant. <br />• The land to the South portion of LCAD portions of 18904,109966 and all of 108321 is currently <br />zoned Planned Development (PD) District and is guided by Medium Density Residential <br />(MDR) District. Current land use is Single -Family Dwelling. <br />• The land to the East portion of LCAD 102969 is currently zoned Agriculture (A) District and <br />Commercial (C) Districts and is guided by Low Density Residential (LDR) District and <br />Commercial District. Current land use is commercial district and Single -Family dwelling. <br />• The land to the East portion of LCAD portions of 18904, 109966 and all of 108321 is currently <br />zoned Agriculture (A) and Single -Family Dwelling (SF -3) Districts and is guided by Medium <br />Density Residential (MDR) District. Current land use is vacant lands and Single -Family <br />Dwelling (SF -3). <br />• The land to the West portion of LCAD 102969 is currently zoned Planned Development (PD) <br />District and is guided by Low Density Residential (LDR) District. Current land use is Planned <br />Development (PD). <br />• The land to the West portion of LCAD portions of 18904, 109966 and all of 108321 is currently <br />zoned Planned Development (PD) and Agriculture (A) Districts and is guided by Low Density <br />residential (LDR) and Medium Density Residential (MDR) District. Current land use is Planned <br />Development (PD). <br />The Planning Department has received one (1) notice in favor of the Comprehensive Plan <br />Amendment application from the surrounding property owners. <br />
