Memorandum <br />TO: Mayor and City Council <br />Rose Beverly, City Manager <br />Agenda Item No. 19 <br />FROM: Osei Amo-Mensah, AICD, Director Planning & Community Development <br />SUBJECT: Conduct a public hearing to consider and take action regarding the petition of <br />Naor Biringer on behalf of M Root S LLC for a zoning change from an <br />Agricultural District (A) to a Commercial District (C) with a Specific Use Permit <br />for Self -Storage Mini Warehouse on LCAD 129890, City of Paris, Block 307-C, <br />Lot 2, located at 4037 N Main St. <br />DATE: May 11, 2026 <br />BACKGROUND <br />On Monday, May 4, 2026, the City of Paris Planning & Zoning Commission held its regular <br />meeting and deliberated on the Zoning Change with Special use Permit (SUP) application, where <br />the Commission voted to recommend approval of the item above. <br />The applicant Naor Biringer on behalf of M Root S. LLC is requesting a zoning change from an <br />Agricultural (A) District to a Commercial (C) District with a Specific Use Permit for the existing <br />Self -Storage Mini Warehouse. There are numerous Self -Storage Mini Warehouse structures on <br />the existing 3.52 Acres. The applicant also proposes establishing a Tattoo and Body Piercing <br />Shop in the front building that will be allowed right after the zoning change to commercial district. <br />The current Agricultural (A) District is not appropriate for existing Self -Storage Mini Warehouse, <br />hence a nonconforming use. Therefore, a zoning change to a Commercial (C) District will be <br />much more appropriate for such uses. Nevertheless, although a Tattoo and Body Piercing Shop <br />will be permitted under Commercial (C) District, a Self -Storage Mini Warehouse on the other <br />hand will be allowed only under a Specific Use Permit. Furthermore, the Future Land Use Map <br />indicates Commercial use district for the property in question and surrounding area, making the <br />situation more conforming. <br />Access and connection to utilities are available at this location.
