The City Council of the City of Paris, Texas, after public hearing and proper notice to all parties <br />affected and after recommendations by the Planning and Zoning Commission may authorize the <br />issuance of specific use permits for the following types of uses in the following districts: <br />r"I <br />"Self-storage/mini warehouses must have a specific use permit (S) to locate in a Commercial <br />(C) zoning district in. the City of Paris, Texas." <br />According to Section 12-101 of the Zoning Ordinance, "The city staff shall review and <br />recommend said Special Use Permit request and the Planning and Zoning Commission in <br />considering and determining its recommendation and the City Council on any request for a <br />Specific Use Permit shall require from the applicant Site plans and supportive plans, information, <br />operating data and expert evaluation concerning the location, function and characteristics of any <br />building or use proposed, The City Council may, in the interest of the public welfare and to assure <br />compliance with this ordinance, establish conditions of operation, location, arrangement and <br />construction of any use for which a pen -nit is authorized." <br />The applicant wants to add a Tattoo and Body Piercing Shop to the existing Self -Storage Mini <br />Warehouse; however, the current zoning that is Agricultural (A) is not appropriate for such use <br />type. Invariably, the existing Self -Storage Mini Warehouse under the current Agricultural (A) <br />District is classified as a nonconforming use. Therefore, the best option to add the Tattoo and <br />Body Piercing Shop to the existing Self -Storage Mini Warehouse is to require a zoning change <br />from Agricultural (A) to Commercial (C) District. This proposed zoning change will apparently <br />trigger the existing Self -Storage Mini Warehouse to be permitted under Specific Use Permit. <br />The zoning change at this site location from Agricultural (A) to Commercial (C) will be <br />compatible with the Surrounding areas. Invariably, the Future Land Use Map indicates that the <br />property in question and surrounding areas is guided for Commercial (C), making it appropriate <br />for future uses. This condition allows for zoning change and becomes compatible for future <br />growth. All improvements and construction shall conform to the standards required by the City <br />of Paris. <br />ANALYSIS-CURRENTZONING & LAND USES <br />• The land to the North is currently zoned Agriculture (A) District and is guided by Commercial <br />(C) District. Current land use is vacant. <br />• The land to the South is Currently zoned Agriculture (A) District and the current land use is <br />vacant and beyond is Commercial (C) District guided by Commercial (C) District. <br />• The land to the East across US 271 is currently zoned Commercial (C) Districts and is guided <br />by Commercial District. Current land use is Paris Wildlife Studio. <br />• The land to the West is currently zoned Agriculture (A) District and is guided by Commercial <br />(C) District. Current land use is vacant. <br />
