<br />19. Discuss and act on ORDINANCE NO. 2026-009: Amending Chapter 5, "Business
<br />Regulations," Article 5.05, "Solicitors, Vendors and Handbill Distributors," by adding
<br />Division 3, "Donation Boxes."
<br />City Attorney Stephanie Harris said she presented a draft ordinance to City Council on
<br />April 13t' that was modeled after the City of Arlington, which had been vetted in the courts. She
<br />explained that this ordinance regulated location of boxes, setbacks, signage, construction
<br />materials, size and appearance of boxes. She suggested that the effective date be June 1, 2026,
<br />which would allow the Staff to get permitting procedures in place, as well as get the word out
<br />about the boxes.
<br />Following a brief discussion, a Motion to approve this item was made by Council
<br />Member Norment and seconded by Council Member Attebury. Motion carried, 5 ayes — 0 nays.
<br />20. Discuss and act on ORDINANCE NO. 2026-010: Amending Appendix A, "Fee
<br />Schedule," Section A3.002, "Development and General Construction and Planning
<br />Permit Fees," of the Code of Ordinances of the City of Paris.
<br />Building Official Duke McGee depicted slides reflecting fee comparisons with the City
<br />of Paris and other cities. He explained the need for adjustments to permit, plan review, inspection
<br />and administrative fees. Mr. McGee explained the adjustments would reflect the true cost of
<br />service, delivery, improve clarity and consistency across permit types, modernize fees for
<br />emerging technologies, ensure that recurring inspections and high -frequency review processes
<br />were appropriately supported, and maintain fairness to existing residents by placing development
<br />costs on the development community rather than the general tax base.
<br />A Motion to approve this item was made by Council Member Putnam and seconded by
<br />Mayor Pro -Tem Savage. Motion carried, 5 ayes — 0 nays.
<br />21. Discuss and act on ORDINANCE NO. 2026-011 amending Chapter 4, Article 4.02,
<br />"Construction Codes and Standards," of the Code of Ordinances; repealing the adoption
<br />of the 2021 International Building Code, the 2021 International Residential Code, the
<br />2021 International Existing Building Code, the 2021 International Plumbing Doe, the
<br />2021 International Fuel Gas Code, the 2021 International Mechanical Code, and the 2020
<br />National Electrical Code; adopting the 2024 Editions of the International Building Code,
<br />the International Residential Code, the International existing Building Code, the
<br />International Plumbing Code, the International Fuel Gas Code, the International
<br />Mechanical Code, and the 2024 International Code Council Perfonnance Code (ICCPC);
<br />adopting the 2023 edition of the National Electrical Code; adopting the 2024
<br />International Property Maintenance Code for Citywide application; adopting Local
<br />Amendments and adopting the full revised text of Chapter 4, Article 4.02, including
<br />Contractor Registration Requirements, Contractor Classifications, and Contractor
<br />Responsibilities, as set out in Exhibit A; providing for conflicts, repealer, severability,
<br />and penalty; and declaring an effective date.
