MINUTES OF THE HOUSING AUTHORITY OF THE CITY OF PARIS, TEXAS BOARD OF COMMISSIONERS MEETING August 26, 2025 The Housing Authority of the City of Paris, Texas Board of Commissioners met for a REGULAR BOARD MEETING at 4:00 P.M. on Tuesday, August 26, 2025, at the Housing Authority of the City of Paris, Texas, 6507 1h SW — Office, Conference Room, Paris, Texas 75460. Present: Board Members: Jenny Wilson, Chairman Steve Smith, Vice -Chairman Allan Hubbard, Commissioner Stacy Ladell, Commissioner Bill Harmon, Resident Commissioner City Representatives: None Housing Authority Employees: Stacia Waters, Executive Director/Secretary Pam Adams, Financial Director Other: None Absent: None Call Meeting to Order: Jenny Wilson, Chairman of the Board of Commissioners, called the meeting to order at 4:00 p.m. 2. Seat New Board Commissioner: Mr. Allan Hubbard was welcomed to the board; he will fulfill the term vacated due to Mr. Nelms resigning because he took conflicting position. 3. Establish Quorum: Chairman Wilson dispensed with the roll call and stated the sign -in sheet (Attachment #1) would be maintained as the official record of attendance for the meeting. The sign - in sheet reflects that the above Board of Commissioners and community members were in attendance and that a quorum was present to conduct business. 4. Citizens' Forum: No one present or requested to speak. 5. Approve Minutes from the meeting of July 15, 2025. A Motion to approve this item was made by Vice Chairman Smith and seconded by Commissioner Ladell. Motion carried, 5 ayes — 0 nays. 6. The ED presented a list of Uncleared Checks to be written off for both Low -Rent and the Voucher accounts. Commissioner Hubbard made a motion to Write -Off all checks written prior to the 2025 calendar year for both Low -Rent and Voucher accounts, and it was seconded by Vice Chairman Smith. Motion carried, 5 ayes — 0 nays 7. The ED presented the Formal Grievance Hearing Conclusion to the Board for review. Since the decision made by the Hearing Panel is not in violation of HUD regulations and our Annual Contributions Contract, there was no action required.
