MINUTES OF <br />THE HOUSING AUTHORITY OF THE CITY OF PARIS, TEXAS <br />BOARD OF COMMISSIONERS MEETING <br />February 10, 2026 <br />The Housing Authority of the City of Paris, Texas Board of Commissioners met for a REGULAR BOARD <br />MEETING at 4:00 P.M. on Tuesday, February 10, 2026, at the Housing Authority of the City of Paris, Texas, <br />6507 1h SW — Office, Conference Room, Paris, Texas 75460. <br />Present: Board Members: <br />City Representatives: None <br />Housing Authority Employees <br />Other: <br />Absent: <br />Jenny Wilson, Chairman <br />Steve Smith, Vice -Chairman <br />Allan Hubbard, Commissioner <br />Stacy Ladell, Commissioner <br />Stacia Waters, Executive Director/Secretary <br />Pam Adams, Financial Director <br />None <br />Bill Harmon, Resident Commissioner <br />Call Meeting to Order: Jenny Wilson, Chairman of the Board of Commissioners, called the meeting <br />to order at 4:00 p.m. <br />2. Establish Quorum: Chairman Wilson dispensed with the roll call and stated the sign -in sheet <br />(Attachment #1) would be maintained as the official record of attendance for the meeting. The sign - <br />in sheet reflects that the above Board of Commissioners and community members were in attendance <br />and that a quorum was present to conduct business. <br />3. Citizens' Forum: No one present or requested to speak. <br />4. Approve Minutes from the meeting of November 18, 2025. A Motion to approve this item was made <br />by Commissioner Hubbard and seconded by Vice Chairman Smith. Motion carried, 4 ayes — 0 nays. <br />5. The ED presented Update By -Laws which removed the section outlining the "order of business". <br />This update was necessary to remove "New Business", since no topic may be introduced that is not <br />on the posted agenda. Vice Chairman Smith made a motion to accept the amended By -Laws, and it <br />was seconded by Commissioner Hubbard. Motion carried, 4 ayes — 0 nays <br />6. The ED presented the Bids to survey the Deere -Fox Crossing site: Sanderson Surveying, Cypress <br />Surveying, and Northcutt. No formal bid was received from Cypress other than a price, which was <br />half the other bids, but did not have documentation to back it up. Therefore, the apparent lowest <br />bidder is Northcutt in the amount of $22,000.00. The ED is tasked with checking all HUD <br />requirements and awarding the contract to Northcutt, if no adverse information is revealed. <br />Commissioner Hubbard made the motion; second was made by Vice Chairman Smith. Motion <br />carried, 4 ayes — 0 nays <br />
