Building and Standards Meeting April 20, 2026 Page 2 A. 1358 Sperry; Sperry's 2nd Addition Block 1, Lot 15 Owner: Bryan McComb; 1358 Sperry Ave, Paris, TX 75460 Nicki Brown stated there has been no contact due to the owner being deceased. The property has junk and rubbish throughout and potential squatters as well. The junk and rubbish includes but is not limited to mattresses, boxsprings, trash bags, litter, trash cans filled with litter, dilapidated totes and other scattered items. Code enforcement has identified one of the occupants as Rodney Thomas and notified him by letter as well, but the letter came back refused. There has been several complaints in the neighborhood regarding this property regarding the litter and unsecure animals that are attacking neighboring pets. Nicki Brown's recommendation: Declare a nuisance, vacate property within 30 days, removal of junk and rubbish within 30 days, or the city has the right to do so. Motion made by A.W. "Plug" Clem, seconded by Morgan Cline, to follow staff recommendation. Motion carried unanimously. 5-0 B. 684 5th NW; City Block 89A, Lot I Owner: Gabriel Alvarez & Shania Godinez; 1010 Ogden Ave, Dallas, TX 75211 Nicki Brown stated there has been no contact with the property owner. Code Enforcement tore down the house on the east side of this property and the occupants moved belongings onto this property. They have now scattered them throughout both lots and have busted the door in and the windows out. Since initially working, the owners of this property have started cleanup efforts but Mrs. Brown's concern is with potential squatters coming back. Nicki Brown's recommendation: Declare a nuisance, vacate property within 30 days, removal of junk and rubbish within 30 days, the city has the right to do so. Motion made by Jesse Wallace Jr, seconded by A.W. "Plug" Clem, to follow staff recommendation. Motion carried unanimously. 5-0 C. 1336 W Kaufman; City Block 128, Lot 14 Owner: Abel Torosian; 2018 Foothill Blv, Upland, CA 91786 Nicki Brown stated there has been no contact due to the owner is incarcerated in California. The property has an illegal storage pod, an illegal camper and junk and rubbish throughout. There is also a dilapidated house that consist of being unsecure, no floor, holes in walls and ceiling, water damage to the ceiling, missing and deteriorated wood, and foundation damage. Nicki Brown's recommendation: Declare a nuisance, vacate property, remove camper, demolition of structure, removal of accessory building, and removal of junk and rubbish within 30 days, or the city has the right to do so. Motion made by Kim Walker, seconded by Angie Briscoe, to follow staff recommendation. Motion carried unanimously. 5-0
