Floyd and JoAnn Williams spoke in support of this zoning <br />request. With no one else speaking, Mayor Pankaj closed the public hearing. <br />A Motion to approve this item was made by Mayor Pro -Tem Savage and seconded by <br />Council Member Putnam. Motion carried, 6 ayes — 0 nays. <br />17. Discuss, conduct a public hearing and act on ORDINANCE NO. 2026-014: An <br />Ordinance considering the petition of Nathan Spaulding of Lone Star Planned <br />Development, LLC for a Comprehensive Plan Amendment from Medium Density <br />Residential (MDR) to High Density Residential (HDR) (LOAD portions of 18904, <br />109966, and all of 10832 1) and from Low Density Residential (LDR) to Commercial (C) <br />on Tract A (LCAD 102969), City of Paris Block 351, Lot 9A and PT of 9, and Block <br />352, Lot PT of 7, located North and East of the Forestbrook Estates Division. <br />Mr. Amo-Mensah said this was an amendment to the Comprehensive Plan, and that the <br />Planning and Zoning Commission unanimously approved it. He said the purpose was so that the <br />developer could add ore land areas to the created Forestbrook Estate Subdivision that was <br />currently under construction and development. <br />Mayor Pankaj opened the public hearing and asked for anyone wishing to speak about <br />this item, to please come forward. Developer Nathan Spaulding explained the plan for this <br />project and spoke in support of the amendment. Motion carried, 6 ayes — 0 nays. <br />18. Discuss, conduct a public hearing and act on ORDINANCE NO. 2026-015: An <br />Ordinance considering the petition of Nathan Spaulding of Lone Star Planned <br />Development, LLC for a zoning change from Agriculture (A) District to Planned <br />Development (PD) District (LCAD portions of 18904, 109966, 102969, and 108321), <br />City of Paris, Block 351, Lot 9A and PT of 9, and Block 352, Lot PT of 7, located North <br />and East of the Forestbrook Estates Subdivision. <br />Mr. Amo-Mensah explained that the applicant wanted to add more land to the existing <br />Planned Development project but these properties needed to be rezoned to Planned Development <br />before this could be added to the existing Planned Development. <br />Mayor Pankaj opened the public hearing and asked for anyone wishing to speak about <br />this item, to please come forward.
