Regular Council Meeting <br />May 11, 2026 <br />Page 4 <br />Mayor Pankaj opened the public hearing and asked for anyone wishing to speak about this item, <br />to please come forward. Wanda Ashcraft McFadden, 210 S.W. 31St, spoke in opposition citing <br />they wanted it to remain a safe dwelling, and was concerned where dead carcasses and fecal <br />matter would be disposed. She demanded answers. Joyce Faulkner said she lives across the <br />street and she was opposed too. Jerry Weems, 3205 Bonham, he said you should be able to do <br />what you want with your property, his family had goats, that he would send his kids over there <br />to learn, and he was in support of this. Donna Allen, she said she lived a few doors down and <br />was concerned because the kids caught the school bus close by this property. Richard Thompson, <br />3206 Bonham, said this was zoned retail and it might not be the best thing here but was better <br />than a car wash or convenience store which would keep them up with noise all night long, and <br />he said he supported the change. Dr. James O'Bryan explained this property of two acres was <br />his front yard and he would not do anything that would devalue his home or the neighborhood. <br />He also said he talked to neighbors and none of them were concerned and the others speaking in <br />opposition did not talk to him. He said there was a donkey that lived close by. He also said there <br />would be no body parts of dead animals. Dr. O'Bryan said this amendment went along with the <br />future land use map, and he wanted to use it for his veterinary practice with education for <br />children. With no one else speaking, Mayor Pankaj closed the public hearing. <br />Mayor Pro -Tem Savage asked Mr. Amo-Mensah if he received a list of concerns from <br />Ms. McFadden. Mr. Amo-Mensah said he did, and that he met with her husband and answered <br />all of the questions. City Attorney Stephanie Harris explained there were special regulations for <br />vet practices and those were regulated by the State, not the City. Mayor Pankaj said it looks like <br />everything was done according to city ordinances and the lot had been vacant for some time. <br />Council Member Putnam agreed. Council Member Norment said she supported the neighbors. <br />Council Member Attebury said Dr. O'Bryan lived in the neighborhood and the property was <br />across the street'from his house and that weighed a lot. He also said it was important to get <br />growth in West Paris. Council Member Ladell said he was torn in that the west side needed <br />growth but that he was not sure this was the right business. Mayor Pro -Tem Savage said he was <br />not sure this was the right business, but growth was needed. He asked if they could table this <br />and give neighbors time to meet with Dr. O'Bryan. <br />Mayor Pankaj re -opened the public hearing followed by a Motion to table this item to <br />June 8, by Council Member Putnam and seconded by Council Member Ladell. Motion carried, <br />6 ayes — 0 nays. <br />16. Discuss, conduct a public hearing and act on ORDINANCE NO. 2026-013: An <br />Ordinance considering the petition of Floyd and JoAnn Williams for a Specific Use <br />Permit (SUP for Single -Family Residential Use in a Neighborhood Services District <br />(LCAD 39410), City of Paris, Block 53, Lot 1, 446 N.W. 7"' Street. <br />Mr. Amo-Mensah said the lot was currently vacant and had been used as residential and <br />use was changed to commercial. In order for the applicants to use as residential, it requires a <br />SUP.. <br />
