Regular Council Meeting <br />May 11, 2026 <br />Page 3 <br />12. Discuss and act on the selection process for filling the vacant seat of City Council District <br />Two. <br />Mayor Pankaj said Ms. Ellis had provided City Council with two options for filling the <br />vacant seat of City Council District Two. He explained option one as nominating and appointing <br />a qualified person to fill the vacant position and option two as advertising for applications. <br />A Motion to approve option one was made by Mayor Pro -Tem Savage and seconded by <br />Council Member Putnam. Motion carried, 6 ayes — 0 nays. Mayor Pro -Tem Savage asked that <br />an item to consider nominations be placed on their June 8 agenda. <br />13. Receive a presentation from Chief McMonigle about the fire department. <br />Fire Chief Thomas McMonigle reviewed EMS staffing level and operations. He also <br />reviewed fire department staffing, operation, fire stations, and squad response for medical calls. <br />Next, Chief McMonigle reported that they had the final results of the ISO classification and that <br />the Paris Fire Department had improved to a Class 2 ISO rating. He explained there were only <br />2,004 class 2 ratings nationwide. <br />14. Discuss and act on ORDINANCE NO. 2026-012: Amending the traffic control map <br />block changing a block of 1St NE to one-way, near the Boys and Girls Club. <br />Engineering Manager Steve Hodges said the Director of the Paris Boys & Girls Club had <br />requested a traffic evaluation along 1St Street NE in front of the Boys & Girls Club facility. He <br />explained the primary concern was creating a safer environment for children to be dropped off, <br />picked up, or crossing the street during after-school activities and events. Mr. Hodges reported <br />that Police Chief Salter, City Manager Rose Beverly, Chief Operating Officer M.A. Smith, and <br />himself met with Director Reginald Hughes to discuss converting the street to one-way <br />northbound traffic in order to improve the safety during drop-off and pick-up times. He said <br />following the meeting, City Staff developed a new striping and traffic control layout to <br />accommodate the proposed traffic flow change and approve the proposed plan. <br />A Motion to approve this item was made by Council Member Norment and seconded by <br />Council Member Attebury. Motion carried, 6 ayes — 0 nays. <br />15. Discuss, conduct a public hearing and act on an Ordinance considering the petition of <br />James O'Bryan, DVM for a zoning change from a Single -Family Dwelling (SF -2) <br />District to a General Retail (GR) District with a Specific Use Permit (SUP) for Veterinary <br />Clinic -Large Animals (LCAD 13152), Mayer Addition, Block 8, Lots 1 & 2, 3147 <br />Bonham St. <br />City Planner Osei Amo-Mensah said applicant, Dr. James O'Bryan, was requesting a <br />zoning change from Single -Family to a General Retail with a Specific Use Permit for Veterinary <br />Clinic -Large Animals. He said the lot was approximately 1.82 acres and currently vacant. <br />
