Building and Standards Meeting <br />May 18, 2026 <br />Page 2 <br />Motion made by A.W. "Plug" Clem, seconded by Angie Briscoe, to follow staff recommendation. <br />Motion carried unanimously. 4-0 <br />B. 140 31" NW; Mayer Addition Block 2, Lot 5 <br />Owner: Katie Irene Young; 103 County Road 14655, Paris, TX 75462 <br />Jacie Brown stated there has been no contact due to the property owner being deceased, however <br />Code Enforcement did get in touch with the daughter in law to the property owner. They stated <br />that they do not want anything to do with this property and have been sent a right of <br />indemnification form to sign and return along with papers proving heirship. The structure has <br />severe water damage throughout along with a collapsed ceiling, sagging roof, and it is unsecure. <br />There is also foundation damage on the Eastside and Northside of the structure. Code <br />Enforcement has received multiple complaints regarding vagrants going in and out of the <br />structure. <br />Jacie Brown's recommendation: Declare a nuisance, vacate property within 30 days, secure <br />the structure within 30 days, the city has the right to do so. <br />Motion made by Kim Walker to secure the structure in 14 days and vacate within 30 days, seconded <br />by Morgan Cline, to follow staff recommendation. Motion carried unanimously. 4-0 <br />C. 6087 1h NW; Hayes Addition Block 1, Lot 21 <br />Owner: Billy Gene & Linda Fuller; 3400 Clarksville St Apt D, Paris, TX 75460 <br />Jacie Brown stated there has been no contact with the property owners. The structure is unsecure, <br />no floor due to water damage in the back room, leaking roof, water damage to the ceiling, <br />missing and deteriorated wood, and foundation damage. Code Enforcement has received <br />complaints of vagrants at this residence. <br />Jacie Brown's recommendation: Declare a nuisance, vacate property, demolition of <br />structure, and removal of junk and rubbish within 30 days, or the city has the right to do <br />SO. <br />Motion made by Angie Briscoe, seconded by Morgan Cline, to follow staff recommendation. Motion <br />carried unanimously. 4-0 <br />D. 1114 Cedar; Campbell Addition Block 1, Lot E 50' 10, 11, 12 <br />Owner: Rossie Marie Fox; C/O William Heath, 1102 Cedar Street, Paris, TX 75460 <br />Jacie Brown stated that they have spoken to Mr. Heath and were in agreement that the structure <br />needed to be demolished however due to underlying health conditions he had no time frame as to <br />when he could get this finished. The structure is a dilapidated accessory shed located on a vacant <br />lot that has missing and deteriorated wood and is collapsing. <br />Jacie Brown's recommendation: Declare a nuisance, demolish structure, within 30 days, or <br />the city has the right to do so. <br />
