3. Perform corrective work and recover costs; 4. Assess liens as authorized by law; and 5. Pursue any other remedy authorized by state law or City ordinance. (d) Emergency Action. The City may take immediate corrective action when a facility presents an imminent threat to public health, safety, welfare, or property. (12) Fees. Fees associated with administration of this program, including registration, permits, inspections, reinspections, enforcement actions, and related services, shall be established by the City's adopted Fee Schedule contained in Appendix A of this Code of Ordinances. 0 3) Modifications. No detention facility, retention facility, or stormwater facility may be modified without prior approval from the Engineering Department and submission of revised plans, calculations, and O&M documentation as required by the City Engineer. (14) Right of Ent[y. Upon presentation of proper credentials and during reasonable hours, authorized representatives of the City may enter property containing a regulated stormwater facility for purposes of inspection, documentation, enforcement, verification of compliance, or investigation of reported deficiencies." Section 3. That the City Council for the City of Paris, Texas hereby adopts the "stormwater Detention and Retention Facility Maintenance, Inspection, and Compliance Program Manual" (the "Manual") attached hereto as Exhibit A and incorporated by reference as if fully set forth herein. Said Manual shall sets forth the terms, conditions, requirements, and other necessary information related to the Program. Section 4. That Subdivision Ordinance No. 1315 Section IX is and and shall be hereby further amended by amending Subsection E., "Drainage," to add the following text: "All detention and retention facilities required pursuant to this Chapter shall be subject to the requirements of Article IX(H), Stormwater Detention and Retention Facility Maintenance, Inspection, and Compliance Program, the City of Paris Technical Standards Manual, and all approved Operation and Maintenance Manuals." Section 5. That the Building Department of the City of Paris, Texas shall maintain and make available to the public a copy of the Manual in the Department's offices and shall make same available on the City of Paris, Texas website. Section 6. That all provisions of the ordinances of the City of Paris, Texas in conflict with the provisions of this ordinance are hereby repealed, and all other provisions of the ordinances of the City of Paris not in conflict with the provisions of this ordinance shall remain in full force and effect. Section 7. That the repeal of any ordinance or part of ordinances affected by the enactment of this ordinance shall not be construed as abandoning any action now
