Regular Council Meeting <br />July 13, 2026 <br />Page 2 <br />Consent Agenda <br />Mayor Pankaj said that Staff had asked that City Council table item 8 until the July 27h <br />meeting. A Motion to remove item 8 from the consent agenda was made by Mayor Pro -Tem <br />Savage and seconded by Council Member Attebury. Motion carried, 5 ayes — 0 nays. A Motion <br />to table item 8 was made by Mayor Pro -Tem Savage and seconded by Council Member Norment. <br />Motion carried, 5 ayes — 0 nays. <br />Mayor Pankaj inquired of Council Members if they wished to pull any other items from <br />the consent agenda for discussion. There being none, a Motion to approve the consent agenda <br />with the exception of item 8, was made by Council Member Norment and seconded by Council <br />Member Attebury. Motion carried, 5 ayes — 0 nays. <br />5. Approve minutes from the meetings of June 15, 2026 (regular), June 26, 2026 <br />(workshop), and June 22, 2026 (regular). <br />6. Receive reports and/or minutes from the following boards and commissions: <br />a. Paris Visitors & Convention Council (5-18-2026) <br />b. PEDC (5-19-2026) <br />7. Approve a contract with Brycer, L.P., for services related to annual inspections to fire <br />protection systems. <br />Approve an amendment to the ground lease agreement between the City and LT Wings, LLC, <br />and an assignment of a ground lease at Cox Field Airport Hangar No. 3 from LT Wings, LLC <br />to HT Aero, LLC. <br />Regular Agenda <br />9. Discuss, conduct a public hearing and act on Ordinance No. 2026-023: an Ordinance <br />regarding the petition of James O'Bryan, DVM for a zoning change from a Single -Family <br />Dwelling (SF -2) District to a General Retail (GR) District to a General Retail District <br />with a Specific Use Permit (SUP) for Veterinary Clinic -Large Animals on LCAD 13152, <br />Legal Description: Mayer Addition, Block 8, Lots 1 &2, 3147 Bonham St. <br />City Planner Osei Amo-Mensah said City Council tabled this case on May 11 and June <br />8, to give the applicant and residents an opportunity to resolve their differences. He said <br />concerns from citizens included noise and increased traffic. He also said that the Planning and <br />Zoning Commission recommended approval of this item with perimeter buffer landscape <br />requirements. <br />Mayor Pankaj opened the public hearing and asked for anyone wishing to speak about <br />this item, to please come forward. <br />
