Regular Council Meeting July 13, 2026 Page 3 Mark Kuthea, Sumner, Texas — he spoke in support of Dr. O'Bryan's zoning change. He said the doctor rescued his senior mules and sometimes he had to meet him at a different vet clinic so they could be treated. Joyce Faulkner, 231 S.W. lst St. — she opposed the zoning change citing this would be close to her front door and there was conflicting information. Donna Allen, 31" Street — she expressed concern about the smell and an increase in traffic. She also said the entrance and exit were on 31s' Street. Gina Willman, 5940 Pine Mill Road, Reno — she there is no vet clinic in Paris that takes care of equine and she had horses. She said this zoning change would be beneficial. Julia Trigg Crawford, Sumner — she said this clinic was needed and that Paris did not have anything like, it. She said it would bring more business to Paris, in that people would dine at local restaurants and stay in local hotels. Evelyn Walker, director for Taylor Rides — she said they needed care. for their horses and if they had an emergency, they had to take their horses out of town. Ms. Walker said as far as traffic goes, the street was a major thoroughfare and was built to handle traffic. Kelly Crowe, 1105 N.E. 35th St. — she said Dr. O'Bryan was an ethical man, and they needed businesses on the west side. She said the neighborhood already had chickens. She also said five blocks on another piece of property, the neighbor had campers, construction workers and behind the old shopping center was a mess. Carl Covert, 1705 Mansfield — he said he had known Dr. O'Bryan for a long time and this would be a great facility in any part of the city. Meagan Stephen, Slab Town — she said they were a rodeo family and at this time, they had to drive 2 %Z hours to find a vet could treat their equine. She also said the vet did not have flies and Dr. O'Bryan was awesome. Lyndell McFadden, Slab Town — he said there were a lot of horses in Lamar County and this vet was needed. Elisha Claypool - she said she worked for Dr.O'Bryan for 8 years and got a lot of phone calls from people moving in who needed his services for their equine. Yvette Norman, Knollwood, previously was a vet tech for Dr. O'Bryan — she said she was willing to work for free to help him. Richard Thompson, 3206 Bonham — he said he had been on city boards for 7 years and Dr. O'Bryan would not build a shabby place, and there were already a lot of animals in the area.
