With no one else speaking, Mayor Pankaj closed the public hearing. Mayor Pro -Tem Savage said everyone that spoke in favor of this said there was a need and Dr. O'Bryan was a great guy. He also said that everyone who opposed it, lived in the neighborhood. Mayor Pankaj said this project was needed and he was in support of it. A Motion to approve this item was made by Council Member Attebury and seconded by Mayor Pankaj. Motion carried, 3 ayes 2 nays, with Mayor Pro -Tem Savage and Council Member Norment casting the dissenting votes. 10. Discuss and act on a Resolution approving a Development Agreement with Lone Star Planned Developments, LLC relating to the City of Paris Tax Increment Reinvestment Zone No. 2 (Forestbrook Boulevard). City Attorney Stephanie Harris said they did not receive all of the documents needed to complete this item and asked that it be tabled to the next meeting. A Motion to table this item was made by Council Member Attebury and seconded by Council Member Norment. Motion carried, 5 ayes — 0 nays. 11. Discuss and act on Resolution No. 2026-024: A Resolution approving a residential tax abatement and economic development agreement with R4U Ventures, LLC as a part of the 5 in 5 Housing Infill Redevelopment Program for Washington Heights Addition, Lot 2, Block 4, E. Garrett St., and Lot 13, Block 72-A, 606 E. Grove St. Mr. Amo-Mensah explained that the applicant applied for an economic development and residential tax abatement agreement under the 5 in 5 Housing Infill Program to build two single- family dwelling homes. He said Staff had reviewed the application and determined the properties were within in the program area and met the program criteria. A Motion to approve this item was made by Council Member Norment and seconded by Council Member Attebury. Motion carried, 5 ayes — 0 nays. 12. Discuss and act on Ordinance No. 2026-024: An Ordinance amending Chapter 12.05 of the Code of Ordinances relating to fats, oils, grease (FOG), grease interceptors, oil/water separators, sand/oil separators, and associated pretreatment requirements. Building Official Duke McGee explained this ordinance was intended to protect the City's new wastewater treatment plant, reduce sewer blockages & sanitary sewer overflows, protect public health and the environment, extend the service life of wastewater infrastructure, reduce emergency maintenance, and repair costs, and establish clear and consistent standards for affected commercial and industrial users.
