ORDINANCE No. 2026-031 <br />UAI ki 1911191 A <br />WHEREAS, Zoning Ordinance 1710 Section 15-100, codified as Chapter 9, <br />Exhibit B of the Code of Ordinances, governs nonconforming uses and structures; and <br />WHEREAS, over time, the City has received requests from homeowners seeking <br />to renovate, modernize, or modestly expand their principal residences located within <br />commercially zoned districts; and <br />WHEREAS, many of these homes were lawfully established prior to the adoption <br />of current zoning regulations and subsequently became legal nonconforming residential <br />uses; and <br />WHEREAS, under the current ordinance, opportunities for improvement and <br />expansion are significantly limited, which can discourage reinvestment in otherwise <br />stable owner -occupied properties; and <br />WHEREAS, in many cases, these residences are unlikely to transition to <br />commercial uses in the foreseeable future; and <br />WHEREAS, existing regulations may unintentionally contribute to property <br />deterioration and neighborhood decline by restricting reasonable residential <br />improvements; and <br />WHEREAS, the amendment adopted herein is intended to encourage <br />reinvestment in existing owner -occupied homes while preserving the City's long-term <br />zoning objectives and preventing any increase in nonconformity; and <br />WHEREAS, on July 9, 2026, following notice and publication as required by law, <br />the Planning and Zoning Commission conducted a public hearing on the proposed <br />amendment to the City Zoning Ordinance, and following said hearing, made formal <br />recommendation to the City Council to approve same; and <br />WHEREAS, on July 27, 2026, following notice and publication as required by <br />law, the City Council of the City of Paris conducted a public hearing on the proposed <br />amendments to the City Zoning Ordinance and the City Code of Ordinances, and <br />having considered the recommendation of the Planning and Zoning Commission and <br />the testimony and evidence introduced at said public hearing, found and determined <br />that approving the aforesaid amendments would be consistent with the City Zoning <br />Ordinance and the City Code of Ordinances, and in the best interests of the public <br />
