MINUTES OF THE PLANNING & ZONING COMMISSION MEETING OF THE CITY OF PARIS, TEXAS JULY 09, 2026 The Planning & Zoning Commission of the City of Paris held a regular meeting at 5:30 p.m. in the City Hall, Council Chambers, 107 East Kaufman, Paris, Texas. Commissioners Present: Adam Bolton, Fran Neeley, Chad Lindsey, Eric Guillot, Rochelle Jones, Chance Floyd and Larry Walker City Representatives: Osei Amo-Mensah- City Planner Triniti Frazier- Planning Technician Duke McGee- Building Official Steve Hodges- Engineering Manager Commissioner(s) Absent: N/A Chairman Adam Bolton called the meeting to order at 5:30 p.m. 2. Election of Officers A motion to elect Adam Bolton as Chairman was made by Commissioner Chad Lindsey and seconded by Commissioner Eric Guillot. Motion carried 6 ayes — 0 nays. A motion to elect Fran Neeley as co-chairman was made by Commissioner Chad Lindsey and seconded by Commissioner Eric Guillot. Motion carried 6 ayes — 0 nays. 3. Citizens' forum. (Persons desiring to address the Planning and Zoning Commission must limit their presentation to no more than two minutes. Speakers will not be allowed to cede speaking time to others. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Commission from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personal appeals are not appropriate for the citizens' forum.) The citizens forum was declared open. With no one speaking the forum was declared closed. 4. Approve minutes from the meeting of June 01, 2026. A motion to approve the minutes was made by Commissioner Eric Guillot and seconded by Commissioner Chad Lindsey. Motion carried, 6 ayes — 0 nays. 5:33 p.m. Commissioner Larry Walker arrived.
