5. Conduct a public hearing to consider and take action regarding the petition of Earl Bethea <br />and Terry Trapp on behalf of Wayne Brown for a Specific Use Permit (SUP) for a Tattoo <br />Shop in a General Retail District (GR) on LCAD 39586. Legal Description: City of Paris, <br />Block 315, Lot 1-C, 3701 Lamar Ave. <br />Osei Amo-Mensah presented the item to the Commission. Staff recommends approval. <br />The public hearing was declared open. With no one speaking the public hearing was <br />declared closed. <br />A motion to approve the Specific Use Permit for Tattoo Shop was made by Commissioner <br />Larry Walker and seconded by Commissioner Chance Floyd. Motion carried, 7 ayes — 0 <br />nays. <br />6. Conduct a public hearing to consider and take action regarding the petition of John & <br />Suzanna Lykins for a Specific Use Permit (SUP) for Cottage Industry in a Commercial <br />District (C) on LCAD 16081. Legal Description: City of Paris, Block 127, PT of Lot 3, <br />120 SW 8th Street. <br />Osei Amo-Mensah presented the item to the Commission. Staff recommends approval. <br />The public hearing was declared open. Commissioner Jones asked what type of deliveries <br />are expected to come into the property. Amo-Mensah advised minimal truck deliveries. <br />With no additional speakers the public hearing was declared closed. <br />A motion to approve the Specific Use Permit for Cottage Industry was made by <br />Commissioner Larry Walker and seconded by Commissioner Chance Floyd. Motion <br />carried, 7 ayes — 0 nays. <br />7. Conduct a public hearing to consider and take action regarding the petition of the City of <br />Paris for amendments to Exhibit 913, Zoning Ordinance, including § 8-500, Home <br />Occupations, and related definitions and use regulations, to modernize standards for <br />home-based businesses, remote work, registration, residential compatibility, prohibited <br />activities, and enforcement. <br />Duke McGee presented the item to the Commission advising this amendment will bring <br />the ordinance in alignment with new State laws. Staff recommends approval. The public <br />hearing was declared open. With no additional speakers the public hearing was declared <br />closed. <br />A motion to approve the text amendment was made by Commissioner Larry Walker and <br />seconded by Commissioner Eric Guillot. Motion carried, 7 ayes — 0 nays. <br />8. Conduct a public hearing to consider and take action regarding the petition of the City of <br />Paris for amendments to Exhibit 9B, Zoning Ordinance, including § 15, Nonconforming <br />Uses and Structures, and related provisions, to allow limited reinvestment, <br />
