MINUTES OF THE PLANNING & ZONING COMMISSION MEETING OF THE CITY OF PARIS, TEXAS JULY 23, 2026 The Planning & Zoning Commission of the City of Paris held a special meeting at 5:30 p.m. in the City Hall, Council Chambers, 107 East Kaufman, Paris, Texas. Commissioners Present: Adam Bolton, Fran Neeley, Eric Guillot, Rochelle Jones, and Chance Floyd City Representatives: Osei Amo-Mensah- City Planner Triniti Frazier- Planning Technician Duke McGee- Building Official Stephanie Harris- City Attorney Rose Beverly- City Manager Gary Savage- Mayor Pro Tem Commissioner(s) Absent: Larry Walker, Chad Lindsey 1. Chairman Adam Bolton called the meeting to order at 5:30 p.m. 2. Citizens' forum. (Persons desiring to address the Planning and Zoning Commission must limit their presentation to no more than two minutes. Speakers will not be allowed to cede speaking time to others. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Commission from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personal appeals are not appropriate for the citizens' forum.) The citizens forum was declared open. With no one speaking the forum was declared closed. 3. Conduct a public hearing to consider and take action regarding the petition of the City of Paris for amendments to Exhibit 9B, Zoning Ordinance, addition of § 31, Data Center, to establish regulations governing Data Center Facilities, including definitions, permitted locations, Specific Use Permit (SUP) requirements, dimensional standards, buffering and screening requirements, airport and glare protections, infrastructure standards, decommissioning requirements, financial assurance requirements, and related development and operational standards. Duke McGee presented the item to the Commission. Staff recommends approval. Commissioner Eric Guillot asked if this amendment addresses micro -data centers. McGee advised it is covered. Commissioner Fran Neeley complimented staff for bringing forth an amendment ahead of any data centers coming to Paris. McGee states the intent was to be proactive. Commissioner Adam Bolton asked how future changes with SUP's be handled in the future. McGee advised the technical standards will be easier to amend vs codification. The public hearing was declared open. With no one else speaking the public hearing was declared closed.
