Regular Council Meeting <br />July 27, 2026 <br />Page 4 <br />permitted locations, Specific Use Permit (SUP) requirements, dimensional standards, <br />buffering and screening requirements, airport and glare protections, infrastructure <br />standards, decommissioning requirements, financial assurance requirements, and related <br />development and operational standards. <br />Building Official Duke McGee explained the purpose of this ordinance was to adopt a <br />standards manual regulating utility -scale solar energy facilities within the City. He said in doing <br />so, this would make sure the City and citizens were protected. <br />Mayor Pankaj opened the public hearing and asked for anyone wishing to speak about <br />this item to please come forward. With no one else speaking, Mayor Pankaj closed the public <br />hearing. <br />A Motion to approve this item was made by Mayor Pro -Tem Savage and seconded by <br />Council Members DeWitt and Ladell. Motion carried, 5 ayes — 0 nays. <br />14. Receive a presentation on the proposed 2026-27 City Budget. <br />Assistant Finance Director Myra Rogers began the presentation with the mission and <br />financial forum. She referenced the strategic plan, priority phase, building the foundation, major <br />challenges, budgeted funds, general funds, property tax rate, property tax rate impact, the water <br />and sewer fund, airport fund, special funds, the budget calendar, and upcoming critical dates. <br />15. Conduct a courtesy public hearing on the proposed 2026-27 City Budget. <br />Ms. Rogers explained this was not required but as a courtesy only. <br />Mayor Pankaj opened the public hearing and asked for anyone wishing to speak on this <br />item, to please come forward. With no one speaking, Mayor Pankaj closed the public hearing. <br />16. Discuss and act on RESOLUTION NO. 2026-026: a Resolution of the City Council of <br />the City of Paris, Texas, calling a public hearing for August 10, 2026, on the City <br />Manager's proposed budget for Fiscal Year 2026-2027; making other findings and <br />provisions related to the subject; and providing an effective date. <br />Ms. Rogers said that a statutory public hearing on the City's proposed budget was <br />required by Section 48 of the City Charter and Section 102.006 of the Local Government Code, <br />and the purpose of this Resolution was to schedule the public hearing for August 10, 2026. <br />A Motion to approve this item was made by Council Member Attebury and seconded by <br />Council Member Ladell. Motion carried, 5 ayes — 0 nays. <br />17. Discuss and act on RESOLUTION NO. 2026-027: a Resolution awarding the bid for <br />municipal government audit services for the fiscal years ending September 30, 2026, <br />2027, and 2028. <br />
