Regular Council Meeting <br />July 27, 2026 <br />Page 5 <br />Finance Director Steve Marriott said the City received notice that McClanahan and <br />Holmes would not be able to provide audit services for the City beginning this year. He said the <br />City solicited proposals from certified public accounts to audit the City's financial statements <br />for the fiscal years ending September 30, 2026, 2027, and 2028, and the two subsequent fiscal <br />years, which were optional based on satisfactory performance. Mr. Marriott said the City <br />received four qualifying proposals and the firms were evaluated on mandatory criteria and other <br />criteria. He reported that Staff recommended that Forvis Mazars, LLP be awarded the bid. <br />A Motion to approve this item was made by Mayor Pro -Tem Savage and seconded by <br />Council Member DeWitt. Motion carried, 5 ayes — 0 nays. <br />18. Discuss, conduct a public hearing and act on ORDINANCE NO. 2026-028: an <br />Ordinance considering the petition of Earl Beathea and Terry Trapp on behalf of Wayne <br />Brown for a Specific Use Permit (SUP) for a tattoo shop in a General Retail District (GR) <br />on LCAD 39586, City of Paris, Block 315 , Lot 1-C, 3701 Lamar Ave. <br />Planning Director Osei Amo-Mensah said the applicant was seeking approval of a <br />specific use permit for a tattoo shop in the General Retail District. He said this passed Planning <br />and Zoning, and that Staff recommended approval. <br />Mayor Pankaj opened the public hearing and asked for anyone wishing to speak about <br />this item, to please come forward. With no one speaking, Mayor Pankaj closed the public <br />hearing. <br />A Motion to approve this item was made by Mayor Pro -Tem Savage and seconded by <br />Council Member Ladell. Motion carried, 5 ayes — 0 nays. <br />19. Discuss, conduct a public hearing and act on ORDINANCE NO. 2026-029: an <br />Ordinance considering the petition of John & Suzarma Lykins for a Specific Use Pen -nit <br />(SUP) for Cottage Industry in a Commercial District (C) on LCAD 16081, City of Paris <br />Block 127, PT of Lot 3, 120 S.W. 81h Street. <br />Planning Director Osei Amo-Mensah said the applicant was seeking approval of a <br />specific use permit for a cottage industry in the Commercial Zoning District to operate a <br />pharmaceutical packaging facility. He said this passed Planning and Zoning, and that Staff <br />recommended approval. <br />Mayor Pankaj opened the public hearing and asked for anyone wishing to speak about <br />this item, to please come forward. With no one speaking, Mayor Pankaj closed the public <br />hearing. <br />A Motion to approve this item was made by Council Member Ladell and seconded by <br />Mayor Pro -Terri Savage. Motion carried, 5 ayes — 0 nays. <br />
