Regular Council Meeting July 27, 2026 Page 5 Finance Director Steve Marriott said the City received notice that McClanahan and Holmes would not be able to provide audit services for the City beginning this year. He said the City solicited proposals from certified public accounts to audit the City's financial statements for the fiscal years ending September 30, 2026, 2027, and 2028, and the two subsequent fiscal years, which were optional based on satisfactory performance. Mr. Marriott said the City received four qualifying proposals and the firms were evaluated on mandatory criteria and other criteria. He reported that Staff recommended that Forvis Mazars, LLP be awarded the bid. A Motion to approve this item was made by Mayor Pro -Tem Savage and seconded by Council Member DeWitt. Motion carried, 5 ayes — 0 nays. 18. Discuss, conduct a public hearing and act on ORDINANCE NO. 2026-028: an Ordinance considering the petition of Earl Beathea and Terry Trapp on behalf of Wayne Brown for a Specific Use Permit (SUP) for a tattoo shop in a General Retail District (GR) on LCAD 39586, City of Paris, Block 315 , Lot 1-C, 3701 Lamar Ave. Planning Director Osei Amo-Mensah said the applicant was seeking approval of a specific use permit for a tattoo shop in the General Retail District. He said this passed Planning and Zoning, and that Staff recommended approval. Mayor Pankaj opened the public hearing and asked for anyone wishing to speak about this item, to please come forward. With no one speaking, Mayor Pankaj closed the public hearing. A Motion to approve this item was made by Mayor Pro -Tem Savage and seconded by Council Member Ladell. Motion carried, 5 ayes — 0 nays. 19. Discuss, conduct a public hearing and act on ORDINANCE NO. 2026-029: an Ordinance considering the petition of John & Suzarma Lykins for a Specific Use Pen -nit (SUP) for Cottage Industry in a Commercial District (C) on LCAD 16081, City of Paris Block 127, PT of Lot 3, 120 S.W. 81h Street. Planning Director Osei Amo-Mensah said the applicant was seeking approval of a specific use permit for a cottage industry in the Commercial Zoning District to operate a pharmaceutical packaging facility. He said this passed Planning and Zoning, and that Staff recommended approval. Mayor Pankaj opened the public hearing and asked for anyone wishing to speak about this item, to please come forward. With no one speaking, Mayor Pankaj closed the public hearing. A Motion to approve this item was made by Council Member Ladell and seconded by Mayor Pro -Terri Savage. Motion carried, 5 ayes — 0 nays.
