Regular Council Meeting <br />July 27, 2026 <br />Page 7 <br />23. Discuss and act on RESOLUTION NO 2026-028: a Resolution approving a <br />Development Agreement with Lone Star Planned Developments, LLC relating to the City <br />of Paris Tax Increment Reinvestment Zone No. 2. <br />A Motion to remove this item was made by Mayor Pro -Tern Savage and seconded by <br />Council Member Ladell. Motion carried, 5 ayes — 0 nays. <br />City Attorney Stephanie Harris said TIRZ No. 2 was created by City Council on <br />December 8, 2025, for the purpose of constructing a major thoroughfare (Forestbrook <br />Boulevard) through the property surrounding the Forestbrook States residential subdivision. She <br />further said that since that time, Staff and the developer had been negotiating a development <br />agreement for construction of the street. Ms. Harris gave a brief overview of the agreement, <br />including nine primary points. She said the document before them was the final agreement and <br />ready for approval. <br />A Motion to approve this item was made by Mayor Pro -Tem Savage and seconded by <br />Council Member Ladell. Motion carried, 5 ayes — 0 nays. <br />24. Discuss and act on ORDINANCE NO. 2026-032: An Ordinance approving the 2026 <br />Annual Service Plan Update and 2026 Assessment Roll for the Forestbrook Public <br />Improvement District No. I in accordance with Chapter 372, Texas Local Government <br />Code. <br />City Attorney Stephanie Harris explained the history of this project beginning with <br />October 14, 2024, at which time Forestbrook Public Improvement District No. I (the PID) was <br />created. She said the Act required that the governing body review the Service and Assessment <br />Plan for the PID on an annual basis, and the document before Council was approval of the <br />Service and Assessment Plan, which included the assessment roll and covered a period of at least <br />five years, defined the annual indebtedness and projected cost of the authorized improvements, <br />and included a copy of the notice form required by law. <br />A Motion to approve this item was made by Council Member Attebury and seconded by <br />Mayor Pro -Tem Savage. Motion carried, 5 ayes — 0 nays. <br />25. Consider and approve future events for City Council and/or City Staff pursuant to <br />Resolution No. 2024-081. <br />
