MINUTES OF THE HISTORIC PRESERVATION COMMISSION OF THE CITY OF PARIS, TEXAS August 12, 2026 The HISTORIC PRESERVATION COMMISSION of the City of Paris met for a regular session at 4:00 p.m. on Wednesday, August 12, 2026 at 107 E. KAUFMAN, PARIS, TEXAS 75460. Present: Board Members: Glee Emmite, Linda Knox, Boyd Hale, Michelle Scribner, Pattie Mayfield, Alternate Staff/Council Liaison: Cheri Bedford HPO Absent: Board Members: Kelsey Turk, Millicent Kee, Gina Lancaster, Kyle Abshire Staff/Council Liaison: Alix Putnam Hayley Reynolds HPO Assistant 1. Call meeting to order. Secretary Michelle Scribner called the meeting to order at 4:01 p.m. 2. Citizen's Forum: No one spoke at citizen's forum. 3. Review meeting minutes of July 8, 2026 -Chairman A motion was made to approve the minutes of the July 8, 2026 meeting by Commissioner Glee Emmite and seconded by Commissioner Boyd Hale. Motion carried. 4. Discussion and Possible action on the disbursement of Fagade Grant funds in the amount of $5000, 114 S. Main -Sarah Sain Sarah Sain addressed the commission and provided a brief overview of the exterior fagade work completed at 114 S. Main while Historic Preservation Officer Cheri Bedford presented photographs of the completed work. The commission discussed the improvements and expressed support for the completed rehabilitation. A motion was made by Commissioner Linda Knox to approve the disbursement of $5, 000 in Fagade Grant funds for 114 S. Main. The motion was seconded by Alternate Commissioner Pattie Mayfield. Motion carried. 5. NAPC Report - Kelsey Turk The NAPC Report was tabled until the next meeting due to Chairman Kelsey Turk's absence. 6. AGENDA --- Discussion and possible action regarding the following structures considered by code inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures," to determine whether such buildings or structures can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris.
