<br />Planning and Zoning Minutes <br />December 5, 2005 <br />Page 2 <br /> <br />4. Consideration of and action on the petition of Dennis Chalaire for a <br />change in zoning from an Agricultural District (A) to a Commercial <br />District (C) on Lot 4, Block 318 of East Park Center, being number <br />3235 Loop 286 NE. <br /> <br />Motion was made to approve by Brad Archer, seconded by Bobby <br />Myers. Motion carried by a vote of 8 ayes and 0 nays. <br /> <br />5. Public Hearing to consider the petition of Donna L. Moore to <br />establish an Historic Overlay District No. 14 (HD-14) on Lots 2 and <br />3, City Block 36, being number 546 Pine Bluff Street. <br /> <br />Lisa Wright advised the Commission that the owner had called <br />earlier in the day and was very ill, so she could not attend, but she did <br />have representatives present to speak on her behalf. She also advised <br />that the Historic Preservation Commission recommended the zoning <br />change. <br /> <br />Tally Moore Bush was present to speak on behalf of Donna Moore. <br />Ms. Bush stated that Ms. Moore bought the O'Neal house, and her <br />plans are to restore with probably no changes made to the outside. <br />Ms. Moore would like to be catalyst to the Pine Bluff/Fitzhugh <br />Preservation Area. <br /> <br />Seven people raised their hands in support of the designation. <br /> <br />There was no opposition, and the public hearing was declared closed. <br /> <br />6. Consideration of and action on the petition of Donna L. Moore to <br />establish an Historic Overlay District No. 14 (HD-14) on Lots 2 and <br />3, City Block 36, being number 546 Pine Bluff Street. <br /> <br />Motion was made to approve the Historic Overlay District No. 14 by <br />Brad Archer, seconded by Benny Plata.
