<br />Regular City Council Meeting <br />February 13,2006 <br />Page 12 <br /> <br />not conform to the property lines. He previously recommended disannexation, because it <br />would be helpful to the emergency groups to better distinguish the city limits. He stated that <br />discussion had come up about the old lumber yard, which was later a flea market and has <br />since closed down. Tony said there is not a lot of value involved with regard to this <br />property. Tony informed Council if they wanted to proceed with disannexation, that they <br />would need to go through the process of publication and a public hearing. Council gave <br />direction to staff to proceed with the disannexation. <br /> <br />Tony displayed a map reflecting a tract ofland located out Highway 271 South, South <br />of Cox Field. Tony said there were a couple of houses East of there, but for the most part the <br />property is agriculture. Council Member Wilson stated the City wasn't providing water or <br />sewer, and it wasn't fair to penalize those people. Council Member Manning wanted to <br />know how far the property was from Cox Field. Tony said they would need to get with the <br />Aemautical Commission to determine what they want us to have in the way of easements, <br />to protect the airport. Council gave direction to staff to move in the direction of disannexing <br />the property. <br /> <br />14. Discussion of a strategic plan for the City of Paris. <br /> <br />Tony presented a draft survey that he would like to get out to the citizens. The <br />purpose of the survey is to get input from the citizens about city services, in an effort to <br />improve the City of Paris. <br /> <br />15. Citizens Forum <br /> <br />Billy Bell - 2054 Cleveland, Paris - spoke about a water leak on Cleveland Street, <br />spoke about bulky items beings picked up and generally spoke against city officials. <br /> <br />16. Consider and approve future events for City Council and/or City Staff pursuant to <br />Resolution No. 2004-081. <br /> <br />None were referenced. <br /> <br />17. Possible future agenda items. <br /> <br />Council Member Manning inquired about training for open records. Tony advised <br />Council that he anticipated the training to be within the next 60 days. <br /> <br />Council Member Ray asked for a discussion regarding the update of employee safety <br />
