<br />Regular City Council Meeting <br />February 13,2006 <br />Page 11 <br /> <br />Mayor Fendley opened the public hearing and asked for anyone speaking in favor of <br />this item to do so. Cecilia Lester, 1 1 75-42nd S.E., spoke in support of this item. Mrs. Lester <br />said they wanted to build a house at the end of the road, but could not because it was too <br />expensive to get the water. Mayor Fendley asked for anyone speaking against this item to do <br />so. With no one else speaking, Mayor Fendley closed the public hearing. <br /> <br />12. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, <br />TEXAS, APPROVING A REQUEST FOR A NEW PRO RATA WATER MAIN <br />EXTENSION TO SERVE THE AREA LONG A PORTION OF 42ND STREET S.E., <br />A PRIVATE ROAD, BEGINNING AT OLD CLARKSVILLE STREET AND <br />ENDING ON THE NORTH SIDE OF HIGHWAY 271 SOUTH; MAKING OTHER <br />FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Tony said that the Engineer Department had received a letter from Mr. Hutchings <br />stating that he was in favor of the water project. Mayor Fendley inquired as to if we had a <br />program allowing the owner to pay the cost over a period of months. Shawn Napier <br />answered in the affirmative. Tony recommended that the City invest in that area of the <br />community and put in the water line, in order for future development. Shawn said one thing <br />that they may be able to do is assess them for the part they will actually be using and break <br />the other part off for future use. Mayor Fendley asked if that meant her part would cost <br />$1,170.00. Shawn said it depended on what kind of frontage. Council Member Manning <br />wanted to know who was going to pay for that future use. Shawn explained that it would be <br />whoever builds on that property and puts in the first water meter. Council Member Wilson <br />wanted to know if they will keep gravel roads if they come in and divide up the property. <br />Shawn said if it is subdivided, it will require concrete streets. Council Member Manning said <br />the City needs to be able to recoup some of the losses. Council Member Ray said he would <br />like to see what it would cost to go down the frontage side and hold off on the west side of <br />the street. Mayor Fendley asked Council if Council wanted to deny this resolution, allowing <br />for additional information at a later date. <br /> <br />A Motion to deny this item was made by Council Member Wilkerson and seconded <br />by Council Member Ray. Motion carried, 5 ayes - 0 nays. <br /> <br />13. Discussion and direction on possible disannexation of a tract of land located on US <br />Highway 19/24 South and a tract of land South of Cox Field Airport. <br /> <br />Tony displayed a map of the property lines.
