Regular City Council Meeting
February 13, 2006
Page 10

Fund Balances for the General Fund. He gave a year end comparison between 2004 and
2005. At the end of September 2004, the fund balance was $3,890,736.00 and at the end of
September 2005, the fund balance had increased to $5,528,792.00. The City had a
turnaround of nearly 3.4 million dollars. Tony reminded Council this was not cash and that
it could not be spent, because the City owes itself money. In the utility fund, we are in a
deficit of 1,842,918.00 and owe that money to the general fund. Tony further explained that
last year the amount owed was larger in the water and sewer fund, in that there was a deficit
$2,397,000.00. Tony told Council the trend over the last several years has been that the City
has spent more money than it has taken in. We have improved, but our finances are not
where they need to be.

9.
