<br />Regular City Council Meeting <br />February 13, 2006 <br />Page 10 <br /> <br />Fund Balances for the General Fund. He gave a year end comparison between 2004 and <br />2005. At the end of September 2004, the fund balance was $3,890,736.00 and at the end of <br />September 2005, the fund balance had increased to $5,528,792.00. The City had a <br />turnaround of nearly 3.4 million dollars. Tony reminded Council this was not cash and that <br />it could not be spent, because the City owes itself money. In the utility fund, we are in a <br />deficit of 1,842,918.00 and owe that money to the general fund. Tony further explained that <br />last year the amount owed was larger in the water and sewer fund, in that there was a deficit <br />$2,397,000.00. Tony told Council the trend over the last several years has been that the City <br />has spent more money than it has taken in. We have improved, but our finances are not <br />where they need to be. <br /> <br />9. Public Hearing to receive input from the citizens of Paris regarding the expenditure <br />of funds for the United States Department of Justice, Bureau of Justice Assistance, <br />Edward Byrne Memorial Justice Assistance Grant (JAG) Program (formerly known <br />as the Local Law Enforcement Block Grant Program). <br /> <br />Mayor Fendley opened the public hearing and asked for anyone speaking in favor of <br />this item to do so. Mayor Fendley asked for anyone speaking against this item to do so. With <br />no one speaking, Mayor Fendley closed the public hearing. <br /> <br />10. RESOLUTION NO. 2006-020: A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF PARIS, PARIS, TEXAS, AUTHORIZING THE APPLICATION <br />FOR THE EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT <br />(JAG) PROGRAM (FORMERLY KNOWN AS THE LOCAL LAW <br />ENFORCEMENT BLOCK GRANT); AUTHORIZING AN INTERLOCAL <br />AGREEMENT WITH LAMAR COUNTY; AUTHORIZING THE EXPENDITURE <br />OF FUNDS; ACCEPTING SAID GRANT A WARD UPON NOTICE THEREOF; <br />AUTHORIZING THE EXECUTION OF ANY AND ALL DOCUMENTS <br />NECESSARY FOR ACCEPT ANCE AND IMPLEMENTATION OF SAID GRANT <br />UPON NOTICE THEREOF; MAKING OTHER FINDINGS AND PROVISIONS <br />RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. <br /> <br />A Motion to approve this item was made by Council.Member Manning and seconded <br />by Council Member Wilkerson. Motion carried, 5 ayes - 0 nays. <br /> <br />11. Public Hearing to receive input from the citizens of Paris regarding a request for a <br />new pro rata water main extension to serve the area along a portion of 42nd Street S.E., <br />a private road, beginning at Old Clarksville Street and ending on the north side of <br />Highway 271 South. <br />
