Regular City Council Meeting March 27,2006 Page 3 Council Member Manning inquired as to if there would be new jobs. Mr. Dunn told Council there would be 28 new jobs. He also stated without the abatement, there was a possibility oflosingjobs. Council Member Wilkerson wanted to know if the Campbell Plant would be able to get some of the packaging back with this new technology. Mr. Dunn answered in the affirmative. A Motion to approve this item was made by Council Member Wilkerson and seconded by Council Member Fisher. Motion carried, 6 ayes - 0 nays. 8. Consideration of and action on the following ordinances: A. FIRST READING: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF P ARIS, PARIS, TEXAS, GRANTING TO TXU ELECTRIC DELIVERY COMPANY, ITS SUCCESSORS AND ASSIGNS, THE NON- EXCLUSIVE RIGHT TO USE AND OCCUpy RIGHT -OF- WAY WITHIN THE CITY OF PARIS FOR THE CONSTRUCTION AND OPERATION OF AN ELECTRIC TRANSMISSION AND DISTRIBUTION SYSTEM; PRESCRIBING CONDITIONS GOVERNING THE USE OF THE PUBLIC RIGHTS-OF-WAY; PROVIDING FOR COMPENSATION THEREFOR, PROVIDING FOR AN EFFECTIVE DATE AND A TERM OF SAID FRANCHISE PROVIDING FOR WRITTEN ACCEPTANCE OF THIS FRANCHISE; FINDING THAT THE MEETING AT WHICH THIS ORDINANCE IS PASSED IS OPEN TO THE PUBLIC; AND PROVIDING FOR SEVERABILITY. Tony Williams said this was a new franchise agreement and that it was a ten year agreement, as opposed to a long term agreement. This new agreement includes quarterly payments to the City; whereas the City is currently receiving annual payments. Council Member Wilson wanted to know about the revenue. Charles Hill with TXU, explained the revenue was based on the factor set by state law and multiplied by the number of kilowatt hours sold within the City of Paris. Mr. Hill said it essentially was going to be the same. A Motion to approve this item was made by Council Member Manning and seconded by Council Member Wilson. Motion carried, 6 ayes - 0 nays.
