Regular City Council Meeting
March 27,2006
Page 4

9. Consideration of and action on the following resolutions:

A. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, APPROVING AND AUTHORIZING THE EXECUTION
OF A CONTRACT BETWEEN THE CITY OF PARIS AND STEVE COKER
FOR INSTRUCTION AND COORDINATION FOR THE BASEBALL AND
SOFTBALL PROGRAMS; MAKING OTHER FINDINGS AND
PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN
EFFECTIVE DATE.

Council Member Wilkerson said she had received a lot of calls questioning the drastic
change in rates. Mayor Fendley said the contract states that the fees will be mutually agreed
upon and they cannot be changed without written prior approval. Council Member
Wilkerson said Steve Coker collects 90% and the City gets 10%, but the City does 100% of
the maintenance of the fields. Tony said that Mr. Coker supplies all of the equipment used
in those programs and hires the umpires. Council Member Wilkerson asked if Council could
review a copy of his expenses related to this contract. Council Member Wilson said that
Council should look at cost of staff performing these duties in comparison to the cost of sub-
contracting it out. Tony told Council staff would get a copy of the information for their
reVIew.

A Motion to table this item was made by Council Member Wilkerson and seconded
by Council Member Manning. Motion carried, 6 ayes - 0 nays.

B. RESOLUTION NO. 2006-050: A RESOLUTION OF THE CITY OF PARIS,
PARIS, TEXAS, AUTHORIZING TERMINATION OF THE CITY'S
CURRENT LEASE AGREEMENT WITH THE BOYS & GIRLS CLUB OF
THE RED RIVER VALLEY, INC. FOR THE BALL PARK FACILITIES
KNOWN AS REECE FIELD; MAKING OTHER FINDINGS AND
PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN
EFFECTIVE DATE.

Tony Williams told Council that the Boys & Girls Club have stated they no longer
need Reece Field. However, Red River Valley Fair Association wants to add Reece Field
and take out the Animal Shelter area in their Lease. Council Member Wilson wanted to
know if Reece Field would remain as a baseball field. Tim Masters with the Red River
Valley Fair Association, told Council that the ball field would remain at the current location.
He said there had been preliminary discussion about moving it to the comer area to allow for
better traffic flow, but the earliest that would occur would be next year.
