Arvin Starrett said with regard to the material and its use in the CVS building, the material it is not an approved material for use in the historic district. The great preponderance of the CVS building at the time that they applied for their COA, the bulk of the building did not sit in the historic district. Their building was approved and after it was approved, they came back to the City and asked that the remainder of their block be placed in the district. It was at that time. There were variances made for the construction of that building that would typically not have been made because of the site of the building itself. However, because of it being the Salvation Army, the Commission wants to go out of their way to accommodate the request because funds are limited for this community project. Bobby Smallwood said the look of the building will be very similar to what was presented. Paul Denney said that 4" high block will be needed for detailing and asked if they could get 4" high for accent band that is recessed for the detailing. Bobby Smallwood said, yes, they can do that just for the recessed details to cast a shadow line. Arvin Starrett asked if the signage is the same. Rodney Flippen said that the signage is the same. He added that the rendering showed the parking in the front, but parking will be on the west side now. Arvin Starrett stated that he is satisfied that they are proceeding in the spirit of the original application for the certificate. Motion was made to approve the revised COA for the Salvation Army building by Sue Lancaster, seconded by Paul Denney. Motion carried 4-0. 3.
