<br />sometimes the block will bleach moisture through and can cause <br />problems on the inside. Rodney Flippen said that they are texturing the <br />inside and will have insulation in the block. <br /> <br />Arvin Starrett said with regard to the material and its use in the CVS <br />building, the material it is not an approved material for use in the <br />historic district. The great preponderance of the CVS building at the <br />time that they applied for their COA, the bulk of the building did not sit <br />in the historic district. Their building was approved and after it was <br />approved, they came back to the City and asked that the remainder of <br />their block be placed in the district. It was at that time. There were <br />variances made for the construction of that building that would <br />typically not have been made because of the site of the building itself. <br />However, because of it being the Salvation Army, the Commission <br />wants to go out of their way to accommodate the request because <br />funds are limited for this community project. <br /> <br />Bobby Smallwood said the look of the building will be very similar to <br />what was presented. Paul Denney said that 4" high block will be <br />needed for detailing and asked if they could get 4" high for accent band <br />that is recessed for the detailing. Bobby Smallwood said, yes, they can <br />do that just for the recessed details to cast a shadow line. <br /> <br />Arvin Starrett asked if the signage is the same. Rodney Flippen said <br />that the signage is the same. He added that the rendering showed the <br />parking in the front, but parking will be on the west side now. <br /> <br />Arvin Starrett stated that he is satisfied that they are proceeding in the <br />spirit of the original application for the certificate. <br /> <br />Motion was made to approve the revised COA for the Salvation Army <br />building by Sue Lancaster, seconded by Paul Denney. Motion carried <br />4-0. <br /> <br />3. The meeting adjourned at 12:20 p.m. <br /> <br />APPROVED THIS 12TH DAY OF APRIL, 2006. <br /> <br />Arvin Starrett, Chairman <br />
