It is recommended that the City cease receiving waste, generated outside the City, <br />from transporters through its wastewater treatment facilities; however, should the <br />City elect to continue receiving this waste, it is recommended that the City <br />implement its option within its existing rate ordinance to begin surcharging waste <br />transporters (for waste generated inside and outside the City) for excessive <br />strength loadings disposed at the City's wastewater treatment facilities at the <br />excess strength charges recommended in Table C-6. In addition to applying the <br />excess strength charges, it is recommended that the City charge, at cost, for <br /> <br />... <br /> <br />laboratory testing of the sampling of the waste transporters' disposals.
