<br />Planning and Zoning Minutes <br />May 1, 2006 <br />Page 2 <br /> <br />The designer of the project spoke in favor of the petition stating that he has <br />studied the location for the hotel and it is a good location for the moderately <br />priced hotel. It is one of the higher qualities in the real estate market. <br /> <br />Rashoni Patel, President of Victorian Jnn, 415 32"d Street NE, spoke in <br />opposition to the request. Mr. Patel stated that he has been doing business <br />here for the last 15 years. His business has been good, with high quality and <br />repeat customers. The Paris Hotel-Motel Association has held several <br />meetings to discuss their concerns. They met with Gary Vest with the <br />Chamber of Commerce and also the City Manager. He thinks that Paris will <br />not benefit from a new hotel. Since 9/11, the state of affairs of the hotels here <br />has not been good. Since June of 2005, Paris has trailed Texas by a huge <br />margin. The occupancy here is lower compared to other hotels in the state <br />by as much as 15%. Room revenue has been as low as $13 to $23. A new <br />hotel would generate a downward spiral in occupancy. In Paris, hotels <br />collectively pay over $200,000 in property taxes and employ close to 150 <br />people. Luby's and Cas a Ole were two prime examples of state of the art <br />restaurants, but where they were not needed so they were shut down. He <br />does not want that to happen to the hotels in Paris. <br /> <br />There was no further opposition, and the public hearing was declared closed. <br /> <br />Benny Plata arrived at the meeting at 5:45. <br /> <br />6. Consideration of and action on the petition of John Gitlin, Trustee of the <br />Bordeaux Trust, for a change in zoning from an Agricultural District (A) and <br />a Commercial District (C) to a Planned Development District (PO-h) <br />Commercial Center, Retail Shopping Center, and Office Center on Part of Lot <br />7, City Block 318, being number 3205 Loop 286 N.E. <br /> <br />Motion was made to approve the zoning change by Russell McCain, seconded <br />by Bobby Myers. Motion carried by a vote of 6 ayes and 0 nays. <br /> <br />7. Public Hearing to consider the site plan approval requested for John Gitlin, <br />trustee ofthe Bordeaux Trust, on Part of Lot 7, City Block 318, being number <br />3205 Loop 286 N.E. <br /> <br />The public hearing was declared open. <br /> <br />The architect representing the development spoke in favor of the petition <br />stating that this is a single story retail/medical office building. He stated that <br />they are trying to create a synergy between the medical industries in the <br />city-some of the clinics that would develop from those as well as the hotel <br /> <br />r- <br />
