<br />Regular City Council Meeting <br />July 10, 2006 <br />Page 4 <br /> <br />TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. <br /> <br />Tony Williams said the City originally contracted for a total amount of $3 ,877 ,135.00 <br />and Council had approved change orders in the amount of $157,536.00. Based upon <br />recommendations of the architect, the engineer and staff review, the contractor has been paid <br />$3,831,994.10. Tony told Council staff had reviewed the work, staff was satisfied with its <br />meeting the requirements, and asked for consideration of the final payment of$202,676.90. <br /> <br />A Motion to approve this item was made by Council Member Fendley and seconded <br />by Council Member Freelen. Motion carried, 7 ayes - 0 nays. <br /> <br />8. Report from Police Chief Karl Louis regarding a limit to the number of pets allowed <br />within the city limits and what other cities are doing. <br /> <br />Chief Louis reported that most other cities had a limit of pets allowed within their <br />cities. Those limits ranged anywhere from a combination of four to ten cats and dogs. He <br />also reported that some cities had exceptions, which included veterinarians, animal hospitals <br />and official breeders. <br /> <br />Mayor Manning was of the opinion that Council should review the documentation <br />provided by Chief Louis limiting the number of pets. Council Member Wilson inquired as <br />to why the City is unable to enforce current ordinances dealing with animal problems. Chief <br />Louis told Council those ordinances were being enforced. John Lestock informed Council <br />there had been two trials regarding the situation addressed by Wendy McNeal. He stated <br />there was a finding of guilt and a conviction in each case, one of which involved a noise <br />violation and the other an odor violation. John further informed Council that appeals had <br />been filed in both cases and were awaiting trial dates from the County Court. Council <br />Member Wilson wanted to know when the cases were tried. John told Council one was in <br />January and one was in May. Council Member Wilson asked John to follow up with the <br />County. <br /> <br />9. Discussion of possible additional disannexation of City-owned property, being <br />southwest portion of Lake Crook property and Cox Field Airport property. <br /> <br />Tony Williams expressed to Council that disannexing the two pieces of property <br />would decrease the size of the city limits, thus improving the ISO rating. Improving the ISO <br />rating would mean cheaper insurance rates for everyone. If disannex ed, the City would <br />retain control over the property. Mayor Manning said he had spoken to some insurance <br />people and that he was advised the savings would be such a minimum that it would not be <br /> <br />r". <br />
