SPECIAL MEETING OF THE CITY COUNCIL, CITY OF PARIS September 5, 2006 The City Council of the City of Paris met for a special meeting at 6:00 P. M. Monday, September 5, 2006, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. Present: Mayor: Richard Manning Council Members: Tim Ray; Curtis Fendley; Mary Ann Fisher, Mayor Pro Tem; Kevin Gray; Jesse James Freelen; and Don Wilson City Staff: Tony N. Williams, City Manager; John Lestock, Assistant City Attorney; and Janice Ellis, City Clerk 1. Mayor Manning called the meeting to order. Bob Bush gave the invocation. 2. Pledge of Allegiance. Council Member Ray led the pledge. 3. Presentations by Consultants with regard to assisting the City with the Charter Amendment Process. Ron Cox of Ron Cox Consulting gave a presentation to Council with regard to services he could provide with regard to the Charter Amendment Process. He stated that he was not an attorney and that the city attorney would primarily be doing the legal research. Council Member Fendley inquired as to ifhe had ever been involved in a complete re-write of a charter and Mr. Cox said he had not. Mr. Cox recommended that the charter be updated every few years and that a provision be included in the charter addressing same. Mr. Cox said that normally a charter review commission is comprised of fifteen people. Monte Akers of Bovey, Akers & Bojorquez, also gave a presentation about the type of services his firm could provide with regard to the Charter Amendment Process. Mr. Akers recommended that the City avoid a complete rewrite; otherwise, there would have to be an election to elect a charter commission. He further suggested a commission might focus on ten or twelve major provisions to avoid a rewrite. T".
