<br />Special City Council Meeting <br />September 18, 2006 <br />Page 2 <br /> <br />Jean Schweers, 5005 Old Clarksville Road - spoke against privatizing or closing the <br />swimming pool, as her children were active at the city pool. She asked Council to consider <br />ways to run the pool more effectively, such as having more public swim hours. <br /> <br />Don Taylor, 515 Bunker - was complimentary of Council's work on the budget and <br />specifically Council Member Fisher, for reviewing the budget line item by line item. He <br />thought it should be a stipulation to come before Council prior to adding a car allowance. <br /> <br />Cecilia Lester, 1175 42nd Street S.E. - spoke against closing the swimming pool. <br /> <br />Shannon Erickson, 53 Hideaway Lane, Powderly - spoke against closing or privatizing <br />the swimming pool. She said the pool was used for many activities, including use by swim <br />teams. <br /> <br />With no one else speaking, Mayor Manning closed the public hearing. <br /> <br />4. RESOLUTION NO. 2006-127: A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF PARIS, PARIS, TEXAS, AUTHORIZING THE SUBMISSION OF <br />A TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM <br />APPLICATION TO THE OFFICE OF RURAL COMMUNITY AFFAIRS FOR THE <br />COMMUNITY DEVELOPMENT FUND; AUTHORIZING THE CITY ENGINEER <br />TO ACT AS THE CITY'S EXECUTIVE OFFICER AND AUTHORIZED <br />REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE CITY'S <br />PARTICIPATION IN THE COMMUNITY DEVELOPMENT PROGRAM; <br />MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; <br />AND PROVIDING AN EFFECTIVE DATE. <br /> <br />A Motion to approve this item was made by Council Member Fisher and seconded by <br />Council Member Freelen. Motion carried, 6 ayes - 0 nays. <br /> <br />5. Discussion of City of Paris' responsibility/commitment to proposed Archery <br />tournament in March of 2007. <br /> <br />In clarification, Mayor Manning said the Contract should have been drafted and <br />signed through VC&C. He said that a new contract was being drafted and upon receipt, he <br />would forward a copy to each Council Member. Council Member Wilson stated this was <br />great for Paris; however, expressed concern about the City's obligation, as it had not gone <br />before Council. Mayor Manning said the only obligation the City had was clearing trails, <br />which had been approved by the City Manager. <br />
