<br />SPECIAL WORK SESSION MEETING <br />OF THE CITY COUNCIL, CITY OF PARIS <br />September 18, 2006 <br /> <br />The City Council of the City of Paris met for a special work session at 6:00 P. M. <br />Monday, September 18,2006, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. <br /> <br /> Present: Mayor: Richard Manning <br /> Council Members: Tim Ray; Curtis Fendley; Mary Ann <br /> Fisher, Mayor Pro Tern; Kevin Gray; Jesse <br /> James Freelen; and Don Wilson <br /> City Staff: Tony N. Williams, City Manager; John <br /> Lestock, Assistant City Attorney; and <br /> Janice Ellis, City Clerk <br /> Absent: Council Member: Tim Ray <br />1. Open City Council Special Work Session. <br /> <br />Following the special meeting, Mayor Manning called the special work session to <br />order at 6:26 p.m. <br /> <br />2. Consideration of and action on proposed amendments to the City Manager's proposed <br />budget. <br /> <br />Tony informed Council that if a person had a disability exemption and was over the <br />age of sixty-five, he or she could not claim both exemptions. He told Council that the <br />amendments proposed would reduce revenues by $54,000.00. He further stated that <br />amendments proposed would increase the expenditures by $130,804.00. In summary, Tony <br />explained that the proposed budget was a balanced budget and with their proposed <br />amendments, it would still remain a balanced budget. He told Council with the amendments, <br />they would have a surplus of $8,818.00 as opposed to a surplus of approximately <br />$193,000.00. Tony said if they closed the swimming pool, the City would have to pay back <br />money they received from the grant. Tony gave Council Members a copy of a letter <br />regarding the grant, from Tim Hogsett, Director of Recreation Grants, for Texas Parks & <br />Wildlife. <br /> <br />Council Member Wilson wanted to know how they were going to pay for the proposed <br />dispatch emergency system. Tony proposed paying for it through savings in the current <br />budget year. He recommended they review the audit prior to making a commitment. Council <br />
