Lisa Wright stated that a couple board members wanted the
discussion item placed on the agenda so that the City Council will be aware
of where the Board stands on this issue. She stated that no reports have
been given to the City Council as of yet from LCAD. Jack Ashmore
recommended getting an attorney involved to find out if the City can legally
propose taxation of private hangars, and Ms. Wright advised that she did not
think the Board could hire an attorney to do this since they are a part of the
City. Recommendation was made for a committee to be appointed to research
taxation of hangars. Vic Ressler stated that since there is an attorney with a
hangar at the airport, he would like to appoint him to the committee, if he will
agree. Lisa Wright was asked by Jack Ashmore to find out from TxDOT what
the City can do with money generated from airport income since there is a
requirement that all funds raised at the airport must be committed to be spent
at the airport. Vic Ressler recommended Harry Michaelwicz, Glen Chapman,
and Eric Clifford for the committee. Motion was made to appoint the
committee by Jack Ashmore, seconded by Ronnie Ballard. Motion carried 6-0.

5. Receipt of report from the Airport Director regarding the T-Hangar Project.
The consultant that was hired came down about 4 weeks ago and it was noted
there are some other airport issues that need to be addressed, such as the
cracking slurry seal, the dip in the access road, etc. She said she would
provide further information when the consultants and TxDOT make a
determination about the final cost. The Board asked ifthe inmates could paint
the old hangars. Ms. Wright stated she would check on this.

6. Request items for future agendas. Jack Ashmore said that Paris Junior
College would like to coordinate their "April in Paris" with the fly-in. The
Commission wants to have a Fly-in kickoff meeting and discuss the Festival
of Pumpkins. Plans were to schedule a special meeting for Thursday, October
12.

7. The meeting adjourned at 6:10 p.m.

APPROVED THIS 12TH DAY OF OCTOBER, 2006.

Vic Ressler, Chairman
